The meeting was called to order at 9:01 A.M.

BOARD MEMBERS PRESENT: Chairman Phil Fuhr, Bob Brown, Kathy Parrish, Jim Coyne and Michael Luckey

STAFF PRESENT: Kelly Humphrey, Gregory Thorpe

A reading of procedures was handled by staff.

A motion was made to approve the June 18, 2024 minutes. The motion was made by Mr. Brown, and seconded by Mr. Coyne. A voice vote was taken, motion carried.

RIVERSTONE GROUP, INC.

SPECIAL USE

The Rock Island County Zoning Board of Appeals held a public hearing at the request of RIVERSTONE GROUP, INC. (petitioners) on behalf of LECLAIRE INVESTMENT, INC. (owner) to consider a Special Use Permit for a Commercial Extraction of Natural Materials in an AG-1, Agricultural Preservation District as authorized in Section 154.093.H. There was one objector present. A motion was made to approve the request with conditions by Mr. Brown and seconded by Ms. Parrish. The vote to approve the request was as follows: Chairman Fuhr – Yes; Mr. Brown – Yes; Ms. Parrish – Yes; Mr. Coyne – Yes & Mr. Luckey – Yes. Motion carried.

The Rock Island County Zoning Board of Appeals held a public hearing at the request of RIVERSTONE GROUP, INC. (petitioners) on behalf of LECLAIRE INVESTMENT, INC. (owner) to consider a Special Use Permit for an Asphalt/Concrete Batch Recycling/Plants an AG-1, Agricultural Preservation District as authorized in Section 3-2-10.3.X. There were no objectors present. A motion was made to approve the request with conditions by Mr. Brown and seconded by Mr. Coyne. The vote to approve the request was as follows: Chairman Fuhr – Yes; Mr. Brown – Yes; Ms. Parrish – Yes; Mr. Coyne – Yes & Mr. Luckey – Yes. Motion carried.

There were no objectors present. A motion was made to approve the request with conditions by Mr. Boyd and seconded by Ms. Parrish. The vote to approve the request was as follows: Chairman Fuhr – Yes; Mr. Brown – Yes; Ms. Parrish – Yes; Mr. Coyne – Yes & Mr. Luckey – Yes. Motion carried.

The Rock Island County Zoning Board of Appeals held a public hearing at the request of SHANE & MARYSSA ALBERT (owners) to consider a rezoning AG-1, General Preservation District to SE-1, Suburban Estates Low Density District. There were no objectors present. A motion was made to approve the request by Mr. Coyne and seconded by Ms. Parrish. The vote to approve the request was as follows: Chairman Fuhr – Yes; Mr. Brown – Yes; Ms. Parrish – Yes; Mr. Coyne – Yes & Mr. Luckey – Yes. Motion carried.

The Rock Island County Zoning Board of Appeals held a public hearing at the request of MARK & JANET CLARK (petitioners) on behalf of WATSON FARMS LLC (owner) to consider a rezoning AG-2, General Agricultural District to SE-1, Suburban Estates Low Density District. There were no objectors present. A motion was made to approve the request by Mr. Coyne and seconded by Mr. Brown. The vote to approve the request was as follows: Chairman Fuhr – Yes; Mr. Brown – Yes; Ms. Parrish – Yes; Mr. Coyne – Yes & Mr. Luckey – Yes. Motion carried.

The Rock Island County Zoning Board of Appeals held a public hearing at the request of HARPER’S OUTDOOR FUN, LLC d/b/a SNOWSTAR EXTREME SPORTS, (owner - a corporation Jennifer L Harper Living Trust, 26904 124th Ave W, Illinois City IL 61259), to consider amendments to an existing a special use permit for an Outdoor Recreational Facility – Summer Activities in a AG-2, General Agricultural District, as authorized in Section 154.113.T. There was one registered party and one objector present. A motion was made to approve the request with conditions by Mr. Brown and seconded by Ms. Parrish. The vote to approve the request was as follows: Chairman Fuhr – Yes; Mr. Brown – Yes; Ms. Parrish – Yes; Mr. Coyne – Yes & Mr. Luckey – Yes. Motion carried.

The following Finding of Facts from June 18, 2024 were approved with a motion by Mr. Coyne and seconded by Mr. Brown. A voice vote was taken, motion carried.

The next hearing will be Wednesday, August 21, 2024. There are two cases scheduled currently.

The motion to adjourn was made by Mr. Coyne and second by Mr. Brown. A voice vote was taken, motion carried. Meeting adjourned at 10:00 A.M.
