Rock Island County Finance and Personnel Committee met Aug. 13.

Here are the minutes provided by the committee:

1. Vice-Chairman Brian Vyncke called the Finance & Personnel Committee meeting to order at 8:30am

Vice-Chairman Brian Vyncke asked for a motion to allow Chairman Dr. Luis Moreno to attend remotely due to a Medical issue.

4. Reports to the Committee

County Auditor April Palmer gave a report on :

The upcoming Forest Preserve audit, the effort to organize all contracts on file by expiration date to help with future audits, the current talks with the state related to document disposal, inputting new budget input information for FY2025 county budgets, working on updating periodic fixed assets, keeping track of purchases, tagging items, and inspecting inventory items more frequently, reported that the state is moving to paperless checks moving towards ACH payments in the future, finally the removal of the local grocery tax as of January 2026.

Finance Director Ryan Berger gave a report outlining that FY2025 budget request are due at the end of the week.

5. Consider Animal Care & Control Staffing

Animal Control & Care Director Sam Wiley gave a presentation on conditions at the shelter and the need for more workers to be able to maintain standards.

11. Consider Fleet manager position-County Administrator Jim Grafton gave a report on the position and a salary of $70,583.00 with a job description

12. Consider Quad Cities Power Station Real Property Tax Assessment Settlement Agreement chief County Tax Assessor Amy Allman noted the attorneys negotiated an agreement to have a 50/50 split between Real Property and Persona Property. County Administrator Jim Grafton noted that this agreement will add ½ Million to our tax revenue and raise the County EAV to 3.2B.

It was noted by Kai Swanson that there was an error on the July Per Diem Report and his report should be amended from $260 to $160
