City of Geneseo Committee of the Whole met Aug. 27.

The Committee of the Whole of the City of Geneseo was called to order on Tuesday, August 27, 2024, at 6:00 PM, in the Council Chambers, with the following members present:

COUNCIL PRESENT: Council Bob James, Council Craig Arnold, Mayor Sean Johnson, Council Martin Rothschild, Council Paula Simosky, Council Keith Kennett, Alderman Kent Swanson, and Alderman James Roodhouse

COUNCIL ABSENT: Council Brett Barnhart

STAFF PRESENT: Director of Finance Jamie Matthews, City Administrator Brandon Maeglin, Attorney Derke Price, Director of IT Garrett Griswold, Director of Public Works Chad VandeWoestyne, Chief of Police Casey Disterhoft, Director of Electrical Operations Eric Rowold, Building Inspector Rick Mills, and City Clerk Paige Seibel

4 PUBLIC COMMENT - AGENDA ITEMS

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

Ann Hutchinson from the audience asked when the waterworth vendor had previously been discussed at a council meeting. City Administrator Maeglin responded that today was the first time it was being presented for the council's consideration, but this is part of the budgeted utility rate study initiative in the Council's 2024 budget.

8 ADMINISTRATION

8.1. APPROVAL OF 2024 STREET MILLING BID

City Administrator Maeglin announced that Valley Construction submitted the lowest bid for the 2024 Street Milling Project.

The council then engaged in a Q&A session with City staff.

Craig Arnold moved, seconded by Bob James, Motion to recommend to the Special City Council Meeting awarding the contract for 2024 Street Milling Project to Valley Construction in the amount of $45,228.75.

8.2. R-24-19: SUPPORT OF ILLINOIS TRANSPORTATION ENHANCEMENT PROGRAM GRANT - PEDESTRIAN BRIDGE AT OAKWOOD LANDING

The City Administrator explained that this motion is intended to demonstrate the council's support for continuing with the Illinois Transportation Enhancement Program for the pedestrian bridge at the Oakwood Landing area. The Geneseo Foundation advised they will still honor the $125,000 grant.

Following this, the council held a Q&A session with City staff.

Craig Arnold moved, seconded by Keith Kennett, Motion to recommend R-24-19 to the City Council Meeting and to place on the consent agenda.

8.3. O-24-05: ELECTRIC POWER COST ADJUSTMENTS

The Director of Electrical Operations addressed the council regarding an annual adjustment of the power cost adjustment. This was followed by a Q&A session and discussion between the council and City staff.

Craig Arnold moved, seconded by Bob James, Motion to recommend O-24-05 to the City Council Meeting and to place on the consent agenda.

8.4. WATERWORTH PRESENTATION

Matt Katsumata and Grange Gordon from WaterWorth gave a Zoom presentation on a utility rate system covering water, sewer, and electric services.

Council engaged in a Q&A session and discussion with City staff.

Keith Kennett moved, seconded by Martin Rothschild, Motion to recommend to City Council approval of the WaterWorth 5-Year Subscription proposal at $57,758.00 and to place on the consent agenda.

8.5. WIPFLI AUDITOR DISCUSSION - TREASURER MATTHEWS

Director of Finance Matthews informed the council that the current auditor, WIPFLI, plans to raise their prices over the next two years. In response, the council decided to initiate the RFQ process to receive bids from other auditors.

A Q&A session followed, involving City staff, the council, and City Attorney Derke Price.

Paula Simosky moved, seconded by Craig Arnold, Motion to direct staff to send out RFP for Audit services.

8.6. HANFORD STREET PARKING DISCUSSION

City Administrator Maeglin informed the council of complaints regarding cars lining both sides of Hanford Street in front of the new Tier 1 Gymnastics business, which could potentially hinder Fire and EMS access. To address this, parking will be

prohibited on the west side of Hanford Street.

Craig Arnold moved, seconded by Martin Rothschild, Motion to direct staff to bring an ordinance restricting parking on Hanford Street forward to the September 10, 2024 City Council meeting for approval consideration.

Troy Christopherson to serve the remainder of Jim Schmedding's term, ending on June 1, 2027. Scott Schulte to complete the remainder of Butch Will's term, which ends on July 11, 2028.

Craig Arnold moved, seconded by Kent Swanson, Motion to recommend R-24- 20 to the City Council meeting and to place on the consent agenda.
