Rock Island County Zoning Board of Appeals met Sept. 18.

Here are the minutes provided by the board:

The meeting was called to order at 9:01 A.M.  

BOARD MEMBERS PRESENT: Chairman Phil Fuhr, Bob Brown, Kathy Parrish, Mike Luckey and Jim Boyd STAFF PRESENT: Kelly Humphrey, Gregory Thorpe 

A reading of procedures was handled by staff.  

A motion was made to approve the August 21, 2024 minutes. The motion was made by Mr. Brown, and  seconded by Ms. Parrish. A voice vote was taken, motion carried. 

VZ-24-006 

ALEX W STEELE VARIANCE 

The Rock Island County Zoning Board of Appeals will hold a public hearing at the request of ALEX W  STEELE (owner) to consider variance of Section 154.039.A of the Rock Island County Code of Ordinances  to construct a 2,240 sq ft accessory building, 15 ft into the 40 ft required front yard setback, as allowed  in Section 154.020.G.1. There were no objectors present. A motion was made to approve the request by  Mr. Brown and seconded by Ms. Parrish. The vote to approve the request was as follows: Chairman Fuhr – Yes; Mr. Brown – Yes; Ms. Parrish – Yes; Mr. Luckey – Yes & Mr. Boyd – Yes. Motion carried. 

VZ-24-007 

THE WATERWERKS WELL ASSOCIATION VARIANCE 

The Rock Island County Zoning Board of Appeals will hold a public hearing at the request of THE  WATERWERKS WELL ASSOCIATION (petitioners) on behalf of JEFFERY CHOUINARD (owner) to consider  a 35 ft variance of a 40 ft front yard setback as required by Section 154.039 A & F of County Code of  Ordinances to allow the applicant to construct a community well house 5 ft from the front (west)  property line of a corner lot, as allowed in Section 154.020.G. There were no objectors present. A motion  was made to approve the request by Mr. Brown and seconded by Mr. Luckey. The vote to approve the  request was as follows: Chairman Fuhr – Yes; Mr. Brown – Yes; Ms. Parrish – Yes; Mr. Luckey – Yes & Mr.  Boyd – Yes. Motion carried. 

SU-24-214 

NOAH HAMERLINCK SPECIAL USE 

The Rock Island County Zoning Board of Appeals will hold a public hearing at the request of NOAH  HAMERLINCK (petitioner) on behalf of KRISTIE MURDOCK (owner) to consider a Special Use Permit for  a Density Increase in an AG-1, Agricultural Preservation District as authorized in Section 154.093.L. There  were no objectors present. A motion was made to approve the request by Mr. Boyd and seconded by  Mr. Brown. The vote to approve the request was as follows: Chairman Fuhr – Yes; Mr. Brown – Yes; Ms.  Parrish – Yes; Mr. Luckey – Yes & Mr. Boyd – Yes. Motion carried. 

RZ-24-111 

JOHN CALDWELL REZONING 

The Rock Island County Zoning Board of Appeals will hold a public hearing at the request of JOHN  CALDWELL (owner) to consider a rezoning from AG-2, General Agricultural District to SE-2, Suburban  Estates Medium Density District. There were no objectors present. A motion was made to approve the request by Mr. Brown and seconded by Ms. Parrish. The vote to approve the request was as follows: Chairman Fuhr – Yes; Mr. Brown – Yes; Ms. Parrish – Yes; Mr. Luckey – Yes & Mr. Boyd – Yes. Motion  carried. 

The following Finding of Facts from August 21, 2024 were approved with a motion by Mr. Brown and  seconded by Mr. Luckey. A voice vote was taken, motion carried. 

a. SU-24-213 Top of the World Ranch Care Home RU 

The next hearing will be Wednesday, October 16, 2024. There is one case scheduled currently. 

The motion to adjourn was made by Mr. Boyd and second by Mr. Luckey. A voice vote was taken,  motion carried. Meeting adjourned at 9:31 A.M.
