The Regular Council of the City of Geneseo was called to order on Tuesday, October 8, 2024, at 6:00 PM, in the Council Chambers, with the following members present:
COUNCIL PRESENT: Council Bob James, Council Brett Barnhart, Council Craig Arnold, Mayor Sean Johnson, Council Paula Simosky, Alderman Kent Swanson, Council Keith Kennett, and Alderman James Roodhouse

Chamber Director Sullivan gave the Chamber of Commerce Report.

E-Waste - Thank You
City Administrator Maeglin informed the council about the successful E-Waste event, reporting that 32 pallets of electronics were collected.
Rowold will lead a discussion on solar energy at the COW meeting scheduled for October 22nd.
10 Finance Director Comments
10.1. Treasurer's Report and Capital Asset Reports as Submitted.
Finance Director Matthews presented the Treasurer's report, the budget book, and the Capital Assets report, followed by a Q&A session that focused on the Capital Assets and the Budget Book.
Director of Electrical Operations Rowold provided the Project Summary report for the Electric Department.
In Chad VanDeWoestyne's absence, Director of Finance Matthews delivered his Project Summary report.
Craig Arnold moved, seconded by Keith Kennett, Motion to approve the Treasurer's Report and Capital Asset Reports as submitted.

13 Administration
13.1. Henry County Tourism Bureau - Update From Director Kelly Wolf
Henry County Tourism Director Kelly Wolf provided an update on the Tourism Bureau's progress, noting that she will be placing QR codes around Geneseo. These codes will highlight local restaurants and shopping options for sports events and other activities that attract visitors to shop Geneseo.
13.2. Proposal Discussion for the Purchase & Development of Parcels 0821207002 & 0821207003
Jeremy Dodge from Today's Builders presented their proposal to the council for the two water lot parcels 0821207002 and 0821207003, for which the City sought bids. He also mentioned that he would be collaborating with Travis Mackey from the High School on the CTE Program. A Q&A session followed between Dodge and the council.
Craig Arnold moved, seconded by Keith Kennett, Motion to direct the City Attorney to prepare a Real Estate Sales Contract and Warranty Deed for the Sale of Parcels 0821207002 & 0821207003 to Today's Builders.

Director of Finance Matthews presented the 2025 Budget and the 2025 Capital Project Lineup. A Q&A session followed, involving discussions with IT Director Griswold, Chief Disterhoft, and Director of Electrical Operations.
Megan Mac noted that if there is to be a salary increase for the Aldermen, it must be presented at the next COW meeting and voted on at a Special city Council, as it needs to occur 180 days prior to an election. The incoming Aldermen would then receive the adjusted salary.
13.4. Allure PUD Amendment
City Administrator Maeglin informed the council about the Allure PUD Amendment, noting that Allure is seeking a HUD loan. To proceed, they will need to divide the property into two separate parcels, distinguishing the independent living area. Craig Arnold moved, seconded by Kent Swanson, Motion to approve O-24- 08, an ordinance approving a minor change to the planned unit development for Allure, approving an amended plat of re-subdivision.
