The Regular Council of the City of Geneseo was called to order on Tuesday, December 10, 2024, at 6:00 PM, in the Council Chambers, with the following members present:
COUNCIL PRESENT: Council Brett Barnhart, Council Craig Arnold, Mayor Sean Johnson, Council Paula Simosky, Alderman Kent Swanson, and Council Keith Kennett
COUNCIL ABSENT: Council Bob James, Council Martin Rothschild, and Alderman James Roodhouse
STAFF PRESENT: Director of Finance Jamie Matthews, City Administrator Brandon Maeglin, Director of IT Garrett Griswold, Attorney Derke Price, Chief of Police Casey Disterhoft, Director of Public Works Chad VandeWoestyne, Building Inspector Rick Mills, City Clerk Paige Seibel, and Director of Electrical Operations Eric Rowold

Tyler Sands presented the Engineers monthly report.

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

Alderman Swanson asked for the rest of council to give Rothschild a call and advised he is in good spirits.

10 Finance Director Comments
10.1. Treasurer's Report and Capital Asset Reports as Submitted.
Director of Finance Matthews presented the budget book, treasurer’s report, and capital asset report. Following the presentation, a Q&A session was held between the council and Matthews.
Rowold provided updates on the Electric capital projects.
Chad VanDeWoestyne shared updates on the capital projects for Public Works. Craig Arnold moved, seconded by Brett Barnhart, Motion to approve the Treasurer's Report and Capital Asset Reports as submitted.

Director of Electrical Operations Rowold informed that the City has 14 retired transformers no longer in use. Once declared surplus property, the Electric Department plans to sell them to the City of Mascoutah.

City Administrator Maeglin opened the sole bid submitted within the designated time frame.
Tim Gould submitted a bid of $235 per acre for a five-year lease, stating his intention to plant a soybean field in the first year to control weeds, followed by transitioning the land into an alfalfa farm.
Alderman Arnold requested that City staff review the going rate for farm leases.
14 Payment of City and Utility Bills
14.1. Approval of City bills
No discussions were had.
Craig Arnold moved, seconded by Brett Barnhart, Motion to approve the City Bills as presented and to approve the payment of the month's second set of bills, due to the cancellation of the December COW Meeting.
