City of Moline Board of Fire and Police Commissioners met Dec. 27.

Meeting Called to Order

Commissioner Flowers called the meeting to order at 11:00 a.m.

Roll Call of Members

Roll call performed; Commissioner Flowers and Commissioner Dahlstrom present.

Approval of Minutes

None.

Executive Session

Commissioner Nelson moved to adjourn into executive session for the purpose of employment, compensation, discipline, performance, or dismissal of specific employees of the public body pursuant to 5ILCS (120/2(c)(1) of the Open Meetings Act, seconded by Commissioner Dahlstrom; carried on roll call with the following vote: ayes: Commissioners Nelson, Commissioner Flowers, and Commissioner Dahlstrom; nays: none.

Action from Executive Session

Commissioner Dahlstrom made a motion to approve striking Ethan Rivera and Cody Dorn from the Firefighter/Paramedic Eligibility Register, seconded by Commissioner Flowers; carried on roll call with the following vote: ayes: Commissioners Flowers and Dahlstrom; nays: none.

New Business

Pass Over Candidates on the Firefighter/Paramedic Eligibility Register (Steve Regenwether, Fire Chief) Jack McAfoos (number twenty-seven candidate) is the next eligible candidate on the current Firefighter/Paramedic Register, however, another candidate already has his EMT-B and Basic Operations Firefighter and will be able to fill an immediate need in the department. Under Chapter IV, Section 13 of the Rules and Regulations, staff recommended passing over number twenty-seven candidate, Jack McAfoos, to hire an alternate candidate that better serves the needs of the department. Commissioner Dahlstrom made a motion to pass over number twenty-seven candidate Jack McAfoos as recommended, seconded by Commissioner Flowers; carried on roll call with the following vote: ayes: Commissioner Flowers and Commissioner Dahlstrom; nays: none.

Probationary Appointment of Firefighter/Paramedic (Steve Regenwether, Fire Chief)

Nathaniel Pilger, number thirty-five candidate on the Firefighter/Paramedic Register and Dariusz Tozek, number forty one candidate on the Firefighter/Paramedic Register, have completed their background investigations. Staff recommended the probationary appointment of Nathaniel Pilger and Dariusz Tozek, effective January 20, 2025, contingent upon successful completion of all pre-employment requirements. Commissioner Dahlstrom made a motion to approve the probationary appointments of Firefighter/Paramedic Pilger and Firefighter/Paramedic Tozek as recommended, seconded by Commissioner Flowers; carried on roll call with the following vote: ayes: Commissioner Flowers and Commissioner Dahlstrom; nays: none.

Approval of Promotional Probationary Appointment of Lieutenant (Steve Regenwether, Fire Chief) Due to the appointment of Lieutenant Kory Heston as Fire Training Officer, a vacancy will be created for the rank of Fire Lieutenant. Brandon Tomlin is the next eligible candidate on the certified Fire Lieutenant Eligibility Register. Staff recommended acceptance of the promotional probationary appointment of Engineer Brandon Tomlin to the rank of Fire Lieutenant effective January 1, 2025. Commissioner Dahlstrom made a motion to approve the promotional probationary appointment of Firefighter/Paramedic Brandon Tomlin to rank of Fire Lieutenant, as recommended, seconded by Commissioner Flowers; carried on roll call with the following vote: ayes: Commissioner Flowers and Commissioner Dahlstrom; nays: none.

With no further business, Commissioner Dahlstrom moved to adjourn, seconded by Commissioner Flowers; motion unanimously carried; the meeting adjourned at 11:08 a.m.
