City of Aledo City Council met Jan. 21.

Here are the minutes provided by the council:

REGULAR COUNCIL SESSION

Following the Pledge of Allegiance to the Flag,

CONSENT AGENDA

Motion was made by ALDERMAN SARABASA and seconded by ALDERMAN FRIESE to approve the following consent agenda items:

• Approval of Minutes of the Regular Meeting of January 06, 2025.

• Approval of Finance: Invoice Listing – AP02.

• Approval of a First Amendment to Employment Contract – Michael Chausse effective January 01, 2025.

• Approval with Regret regarding the Retirement of Patti Mitchell, Police Chief’s Administrative Assistant effective June 27, 2025.

• Approval of City Sponsorship – Mercer County Athletic Boosters, for Bear Country Wrestling Tournament in the amount of $1,500.00.

A Roll Call vote was recorded as follows:

YES: Cooper, Dixon, Doherty, Friese, Ruh, Sarabasa, and Weeks. NO: None. Motion carried. 7 yeas, 0 nays.

PUBLIC COMMENT: No Report.

ACTION ITEMS:

ORDINANCE NO. 01, SERIES OF 2025; APPROVING AN AMENDMENT TO CELL TOWER LEASE AGREEMENT: (SECOND READING)

The lease is between the City of Aledo, as landlord, and Graincomm III, LLC, as tenant, for the purpose of operating and maintaining communications facilities and uses incidental thereto, including such buildings as are necessary to house telecommunications and broadcast equipment, including generator(s), antenna structures and towers of a sufficient height. The amendment to the lease will provide for, among other things, six (6) additional five (5) year renewal terms. Said real estate is located at 110 S.E. 3rd Avenue, Aledo, Illinois, Illinois, and bearing Mercer County, Illinois parcel identification number 10-10-17-455-020.

Motion was made by ALDERMAN WEEKS and seconded by ALDERMAN DIXON to adopt Ordinance No. 01, Series of 2025; Approving an Amendment to Cell Tower Lease Agreement as presented. A Roll call vote was recorded as follows:

YES: Dixon, Doherty, Friese, Ruh, Sarabasa, Weeks, and Cooper. NO: None. Motion carried. 7 yeas, 0 nays.

ORDINANCE NO. 02, SERIES OF 2025; ADOPTION OF THE 2025 ALEDO COMPREHENSIVE PLAN FOR THE CITY OF ALEDO: (SECOND READING)

Motion was made by ALDERMAN FRIESE and seconded by ALDERMAN WEEKS to adopt Ordinance No. 02, Series of 2025; Adoption of the 2025 Aledo Comprehensive Plan for the City of Aledo as presented. A Roll call vote was recorded as follows:

YES: Doherty, Friese, Ruh, Sarabasa, Weeks, Cooper, and Dixon. NO: None. Motion carried. 7 yeas, 0 nays.

RESOLUTION NO. 02R, SERIES OF 2025; APPROVING THE ENGAGEMENT OF ODONI PARTNERS, LLC TO PERFORM AUDIT SERVICES FOR THE CITY OF ALEDO, ILLINOIS:

The fee for the basic audit will not exceed $20,875 for the year ending December 31, 2024. The fee for the TIF Compliance audit will not exceed $1,275 for the year ending December 31, 2024. If necessary, the single audit fee would be $10,000 for the first major program and $5,000 for each additional program for the year ending December 31, 2024. The fee for financial statement preparation will be $3,000 for the year ending December 31, 2024.

Motion was made by ALD. SARABASA and seconded by ALD. RUH to approve Resolution No. 02R, Series of 2025; Approving the Engagement of Odoni Partners, LLC to perform Audit Services for the City of Aledo for the year ending December 31, 2024 as presented. A Roll call vote was recorded as follows:

YES: Friese, Ruh, Sarabasa, Weeks, Cooper, Dixon, and Doherty. NO: None. Motion carried. 7 yeas, 0 nays.

RESOLUTION NO. 03R, SERIES OF 2025; APPROVING THE PURCHASE OF A VERMEER ATX850 COMPACT ARTICULATING LOADER WITH ACCESSORIES IN THE AMOUNT OF $93,863.96:

Loader - $72,178.96

Pallet Forks - $1,175.00

Snow Blade (66”) - $3,977.00

Snow Pusher (60”) - $3,722.00

Bucket (54”) - $1,259.00.

Snow Broom (60”) - $6,780.00

4-year Planned Maintenance Package - $2,732.00

Universal mount - $1,020.00

Poly edge & rubber edge - $1,020.00

Motion was made by ALD. WEEKS and seconded by ALD. RUH to approve Resolution No. 03R, Series of 2025; Approving the Purchase of a Vermeer ATX850 Compact Articulating Loader, with accessories in the amount of $93,863.96 as presented. A Roll call vote was recorded as follows:

YES: Ruh, Sarabasa, Weeks, Cooper, Dixon, Doherty, and Friese. NO: None. Motion carried. 7 yeas, 0 nays.

OLD BUSINESS: ALD. Sarabasa reported at the old Jr. High building there are a few broken windows on the third floor. It was noted by City Staff the company is aware of those issues but no replacement has been done to date.

ADMINISTRATOR Chausse to contact the owners to notify them of the continuing issue discussed during Council.

ALD. Sarabasa inquired on the ordinance regulating downtown parking after 3:00 a.m. CHIEF Fisk reported there has been internal discussion to leave the ordinance as is for the time being, especially during the winter months for Public Works. DPW Blaser did note that parking notifications were sent out a week to two weeks ago explaining where best to park during winter weather events and while central park parking lot is closed until spring.

ALD. Sarabasa inquired on the status of training for CSO Ford. CHIEF reported the City did not budget for additional hours for the CSO and he currently is working 1-day a week. Testing for Code Enforcement still needs to be completed and DPW Blaser to work with the CSO on those efforts. Training will need to be complete by March, 2025.

ALD. Friese inquired if e-bikes are allowed on multi-use pathway’s in Aledo. ADMINISTRATOR Chausse reported motorized vehicles are not allowed on the path. Some complaints have been received that certain individuals on e-bikes are running the stop signs on the path. CHIEF reported he would have to research citation abilities and if those individuals could be cited for running through a stop sign on the path.

ADJOURNMENT: There being no further business, motion was made by ALDERMAN SARABASA and seconded by ALDERMAN FRIESE that the meeting be adjourned. A Unanimous voice vote followed in agreement. Meeting was adjourned at 7:06 P.M.
