State Senator Michael W. Halpin | Illinois General Assembly
According to the Illinois General Assembly site, the legislature summarized the bill's official text as follows: "Amends the Election Code. Provides that a foreign national may not make, directly or indirectly, a contribution to a ballot initiative committee or an independent expenditure committee for the purpose of influencing any question of public policy to be submitted to the voters, and neither a ballot initiative committee nor an independent expenditure committee may knowingly solicit or accept a contribution from a foreign national for the purpose of influencing any question of public policy to be submitted to the voters. Provides that a foreign national may not make an independent expenditure for the purpose of influencing any question of public policy to be submitted to the voters. Effective immediately."
The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.
In essence, this bill amends the Illinois Election Code to prohibit foreign nationals from making contributions to ballot initiative committees or independent expenditure committees for influencing public policy questions submitted to voters. It also bars these committees from soliciting or accepting donations from foreign nationals for such purposes. Furthermore, foreign nationals are prohibited from making independent expenditures aimed at influencing voter-submitted policy questions. Provisions also impose limitations on political contributions to judicial candidates, setting thresholds above which funds must escheat to the state. The bill covers aspects like self-funding by candidates, political committee operations, and regular adjustments to contribution limits based on the Consumer Price Index. The bill is effective immediately upon becoming law.
Michael W. Halpin has proposed one other bill since the beginning of the 104th session.
Halpin graduated from Roger Williams University in 2001 with a BA and again in 2008 from University of Illinois with a JD.
Michael W. Halpin is currently serving in the Illinois State Senate, representing the state's 36th Senate District. He replaced previous state senator Neil Anderson in 2023.
Bills in Illinois follow a multi-step legislative process, beginning with introduction in either the House or Senate, followed by committee review, floor debates, and votes in both chambers before reaching the governor for approval or veto. The General Assembly operates on a biennial schedule, and while typically thousands of bills are introduced each session, only a fraction successfully pass through the process to become law.
