a. Report from the Community Development Department regarding a partial street vacation of 20th Avenue east of 46th Street. (First Reading)

Motion: Motion to approve the vacation and consider the ordinance.

b. Report from the Public Works Department regarding a rate increase for residential refuse and yard waste service. (First Reading)

Motion: Motion to approve the yard waste service rate increase and consider the amendment to the refuse rate ordinance.

Motion: Motion to consider the amendments to the ordinance.

10. Consent Agenda

All items under the Consent Agenda are considered to be routine in nature and will be enacted by a single motion and subsequent roll call vote. There will be no separate discussion of these items unless an Alderperson so requests, in which case, the item will be moved from the Consent Agenda and considered as the first item after approval of the Consent Agenda.

a. Report from the City Clerk's office regarding a request from Teairra Wells to close 14 1/2 Street between 9th & 10th Avenues on Saturday, May 31, 2025 from 3 p.m. to 6 p.m. for a graduation block party.

b. Report from the City Clerk's Office regarding a request from QC Farmers' Market to close 2nd Avenue between 18th & 19th Streets every Saturday between May 31 through October 25, 2025 from 8 a.m. until 12 p.m. for the Farmers' Market.

c. Report from the Public Works Department requesting authorization for RACOM Corporation, Moline, Illinois, in the amount of $10,067.90 to install siren and light upfitting equipment on the Fire Department's Unit 8939.

d. Minutes from the May 12, 2025 Study Session and City Council meeting.

Motion: Motion to approve Consent Agenda items a through d.

a. Report from the Public Works Department regarding payment to Valley Construction Co., Rock Island, Illinois, in the amount of $10,147.69 for an emergency water main repair at 18th Street and 1st Avenue.

Motion: Motion to approve the claim.

12. Appointments to Boards/Commissions/Committees

a. Report from the Mayor's office regarding the appointment of Mayor Pro Tem.

Motion: Motion to elect Alderperson ____________ as Mayor Pro Tem through May 2026.

b. Report from the Mayor's office regarding appointments to the Martin Luther King Jr. Community Center Board.

Motion: Motion to approve the appointments as recommended.

13. Events/Misc Requests

a. Report from the City Clerk's Office regarding requests from The Broadway to close 3rd Avenue between 21st & 22nd Streets, close 22nd Street between 4th Avenue & the alley north of 3rd Avenue, and close the alley between 22nd & 21st Streets and 3rd & 4th Avenues for a bike & car show on Saturday, June 28, 2025, from 10 a.m. to 6 p.m.; and a request for the outdoor consumption of alcohol in the fenced-in area in the adjacent parking lot.

Motion: Motion to approve the requests as recommended; subject to complying with all liquor license regulations and subject to being shut down early if complaints are received.

a. 5 ILCS 120/2 (c)(11) Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.

Motion: Motion to enter the Closed Session for the exception cited.
