The Special City Council of the City of Geneseo was called to order on Tuesday, July 22, 2025, at 6:30 PM, in the Council Chambers, with the following members present:
COUNCIL PRESENT: Council Bob James, Council Brett Barnhart, Council Craig Arnold, Mayor Sean Johnson, Council Martin Rothschild, Council Keith Kennett, and Alderman Kent Swanson
COUNCIL ABSENT: Council Paula Simosky and Alderman James Roodhouse
STAFF PRESENT: Director of Finance Jamie Matthews, City Administrator Brandon Maeglin, Director of IT Garrett Griswold, Attorney Derke Price, Deputy Chief of Police Kondon Karzin, Chief of Police Casey Disterhoft, Director of Public Works Chad VandeWoestyne, Building Inspector Rick Mills, and City Clerk Paige Seibel

3.1. 2025 HMA Overlay Bid Acceptance
City Administrator Maeglin reported that Brandt Construction Co. submitted the lowest bid at $221,236.10. IMEG reviewed the submission and confirmed that Brandt Construction is qualified to perform the work as outlined in the bid documents.
Craig Arnold moved, seconded by Martin Rothschild, Motion to approve the bid from Brandt Construction at $221,236.10 for the 2025 HMA Overlay Work.

City Administrator Maeglin and City Engineer Raines updated the Council on the current status of the pedestrian bridge project. Raines shared that, based on recent guidance, increasing the bridge width by five feet may allow the City to avoid conducting a hydraulic study. While there is a slight possibility that the Department of Natural Resources (DNR) could reject the plan and require a different bridge design, the likelihood is considered low.
Raines noted that the review process could take anywhere from one to six months. A Q&A session followed, during which Council members discussed whether to proceed despite the uncertainty. All Aldermen agreed to move forward, emphasizing that the bridge has been highly requested by the public and serves a significant number of pedestrians.
Bob James moved, seconded by Craig Arnold, Motion to approve the continuation of the Pedestrian Bridge Project using 2025 local budgeted funds, up to $250,000.
