Cordova decides between above and below ground piping

The village of Cordova met Sept. 1 to decide between above or below ground piping.

September 1, 2016

The Special Meeting was called to order by the Village President Dean Moyer at 6:00 P.M. Thursday September 1st in the Village Hall Conference Room.

In Attendance: Pat Fidlar, John Haan, Bill Somers, Jim Hines, Alvin Barber, Shannon Craigmiles. Also in attendance: George Kerr, Nick Craigmiles, Arlan McCool, Candy Moyer, Dennis Keitel (MSA) Kenny McCool, and Kirk Brown Via Skype.

Dean: I have prepared some papers to discuss and argue about. On TV Dean is showing above ground piping, instead of the underground. Cost affective.

Dean has listing of reasons going underground: Prevent freezing, Reasons not to go underground: Digging that will no doubt complicate by the existing air manifold of the primary aeration system, cost and time needed to install a coffer dam, penetrating the clay lagoon liner, virtually all the piping and supports will have to be stainless steel, creating a support system to support the pipe under water, new under water piping will cross over the existing aerator system preventing repairs on the original system which is required, repairing the new piping will be harder this way, this will be very hard to finish this year sighting the amount of progress so far, Elexon has been in contact with me curiosity of the NaNo2 system, what kind of pipe will be installed in the trench to allow for replacing product lines.?

Reasons for above ground system: Almost no digging, almost all PVC piping, no inference with existing system, completely accessible for repairs, the freeze concern can be eliminated by: insulation, heat trace wiring, by blowing the lines clear of liquid with air pressure then close the asco valve to keep the line full of air, liner is completely left untouched and everyone has seen what can happen when EPA starts looking, start right now with several components of the project, cost is according to estimates already provided will be less than $30,000.00, although the water level should never vary the above ground system would need to use stainless braded hose for all corners at the float booms just in case of some movements.

Kirk: I have talked to a few companies about piping and we have talked about the HDPV piping instead of stainless steel. Which is not as costly. The fabrication also would save money no welder involved, and flexible.

There are a lot of benefits going underground but it is costly it depends on the Village or towns financial status. The piping remember: needs to be up off the ground.

Dean: I don’t like to touch the liner I have worked with the government and they are picky about new projects.

Kirk: I think if you can demonstrate that it will work then that would be the best. Cost less and time affective.

Dean: We did have a question what if it runs 6 months and it what before it starts cutting back and dissolves things is it possible for that to residue and make our discharge water dirtier then it already is and not able to discharge it?

Kirk: What will happen in a lagoon environment when there is some presence of organic sludge it will slowly separate into plates or shells of sludge that will float to the surface but it they come to the surface that means they are being broken down by the bacteria or stimulates? It’s like give the bacteria steroids. They get very hyper.

Dean: Anyone have any questions.

Jim: Which way do you recommend from the naNo2 system?

Kirk: To be honest it depends on the cost issue and the Village our town. I do work with people that are going above ground because of the cost of going underground. Going under ground is costly.

Dean: We can start building the building tomorrow it won’t hurt our permit.

Kirk: do everything you can that would be ok then when you hear from the IEPA finish the project. Todd Hoosten would be the best person to talk to.

Jim: You see no problem with us going above ground?

Kirk: That is correct.

Kenny: What size building?

Dennis: I think it was 14x20
