Mayor Raes called the meeting to order at 6:30 p.m. in Council Chambers.
Mayor’s Board Appointments
Mayor’s appointment of Frank Ege to the Historic Preservation Commission to fill the expired term of Curt
Roseman for a full three year term to expire April 30, 2019. A motion was made by Alderman Parker to
approve. Seconded by Alderman Wendt. Motion passed unanimously.

Agenda Items
1. An Ordinance amending Chapter 14, “FOOD AND FOOD HANDLERS,” of the Moline Code of
Ordinances, Sec. 14-2203, “LICENSE FEES & PAYMENT,” by enacting one new subsection (d).
Andrea Peterson, Accounts Receivable Technician, stated that Staff would like to amend Chapter 14 “Food
and Food Handlers” to be more in line with Chapter 4 “Alcoholic Beverages” in the Moline Code of
Ordinances. This amendment would give the City the authority to collect all outstanding fines, fees, taxes,
bills, or invoices due and owing the City before issuing/renewing a food license. A motion was made by
Alderman Parker to approve. Seconded by Alderman Turner. Motion passed unanimously.
2. A Resolution authorizing the Mayor to sign and submit the 2016 Community Rating System Annual
Recertification to the Federal Emergency Management Agency’s (FEMA) National Flood Insurance
Program (NFIP) for floodplain management. Shawn Christ, Land Development Manager, explained that
since 2010, the City of Moline has participated in the National Flood Insurance Program's (NFIP)
Community Rating System (CRS), a voluntary program offered by the Federal Emergency Management
Agency (FEMA), to encourage advanced floodplain management activities. As a class 8 community, the
City’s participation earns property owners in flood hazard areas a 10% cost reduction on flood insurance
premiums. To maintain participation, the Mayor must annually certify that the City continues to perform its
stated activities. Additional documentation attached. A motion was made by Alderman Parker to approve.
Seconded by Alderman Zelnio. Motion passed unanimously.
3. A Resolution authorizing the Chief of Police to execute a Hold Harmless Agreement between the
police department and Moline School District for use of the parking lot at Wharton Field House, 1800
20th Avenue, Moline, Illinois from October 12, 2016 through November 16, 2016 to conduct
emergency vehicle operation training. Kim Hankins, Chief of Police/Public Safety Director, indicated
that the Police Department will be conducting emergency vehicle operation training drills from October 12,
2016 through November 16, 2016. Moline School District has agreed to donate its parking lot at Wharton
Field House for the training exercises, provided it is held harmless against any loss and liability that might
occur as a result of the training. Police in-house staff will be administering the training exercises. A motion
was made by Alderman Parker to approve. Seconded by Alderman Wendt. Motion passed unanimously.
4. Other - Project #1211 - 40th Street Reconstruction South of 32nd Avenue – Council Bill 1087-2016.
Scott Hinton, City Engineer, stated that the contractor mobilized to the site and began work on the project in
July of 2016. The contractor then pulled off the site after conflicts with private utilities prevented any
further work. It is anticipated that all of the private utility conflicts will be resolved by the end of next week
and the contractor could re-mobilize and begin working again on Monday, October 3, 2016. Unfortunately,
there are still 16 or 18 weeks of work remaining, but only 7 weeks left until the end of work for the season.
The following options are to be considered.
1) Install the water main, sanitary sewer, and new services for both this fall. These operations will take 5
or 6 weeks. Grade the ROW and install a 1 ½” layer of asphalt to get through the winter. Pave all
concrete including driveways and sidewalks in 2017. The cost of the temporary asphalt pavement is
approx $50,000 and would be the City’s cost.
2) Install water main, sanitary sewer, and new services for both on the south 1/3 of the project, then pave
the new concrete pavement for the south 1/3. This would likely not include the sidewalks or
driveways on the south 1/3. Complete the remaining water, sanitary sewer and concrete work in
2017. Depending on the weather, there likely will be additional costs for winter protection of the
concrete. Since there’s no way of knowing what the weather will be in November and December at
this time, there’s also no way of knowing the cost of the winter protection. There is also the
possibility that winter weather would set in and the concrete would be unable to be finished. This
would leave the residents driving over rock and mud during periods of warm weather over the winter.
3) Perform no further work in 2016 and complete all work in 2017. It would be expected that work

would begin in March as the weather allows, with paving to start approximately May 1, 2017. There
would be no additional cost for this option.
A motion was made by Alderman Turner to perform no further work in 2016 and complete all work in 2017.
Seconded by Alderman Parker. Alderman Wendt, seconded by Alderman Acri made a motion to amend by
using the funds budgeted for this project on the patching program. Motion to amend carried unanimously.
Alderman Wendt, seconded by Alderman Acri made a motion to approve the amended motion. Motion to
approve amended motion carried unanimously.
