City of East Moline Committee of the Whole met Jan. 16.

ROLL CALL
Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll. The following Aldermen were present: Alissa Sallows, Ed DeJaynes, Gary Miller, Robert Cheffer, and Mayor Freeman. Absent: Gary Almblade, Nancy Mulcahey, and Jose Rico. 7:15p.m.
ADDITIONS/CORRECTIONS TO AGENDA None.
NORTH HILL TIF SURPLUS: - (Ms. Petersen, Finance Director)
As in 2016, the North Hill TIF ended in 2017 with a surplus. By declaring a surplus, the money can be redistributed to the taxing bodies for their use. The City of East Moline’s share of the surplus is projected to be $118,745 that will come back to the General Fund to be used for the 2018 budget. Attached is the surplus distribution breakdown to each taxing body.
RECOMMENDATION:
Declare a surplus in the amount of $585,000 in the North Hill TIF District.
DISCUSSION: Mayor Freeman informed the City Council that there may be some projects that would require those funds, and suggested that this item be tabled, in order that additional information could be brought back to the Council for further discussion and consideration.
A motion was made by Alderman Miller, seconded by Alderman Sallows, to concur with the Mayor’s recommendation to table this item. Upon roll call the following voted in favor: Sallows, DeJaynes, Miller, and Cheffer. Motion carried.
FIREFIGHTER REPLACEMENTS – TWO (Chief DeFrance, Fire Chief)
A Fire Department Captain retired on December 18,2017 and a Battalion Chief has provided notice of his retirement in June of 2018. Due to overtime created by the current vacancy and the long-term illness of a firefighter would be in the best financial interest of the City to direct the Fire and Police Commission to hire the two (2) eligible candidates from the next eligibility list. This would allow the department to reduce some of the overtime from the vacancies and further prevent overtime for Fire Academy training when the Battalion Chief retires in June.
The hiring of the 2nd firefighter will be delayed until March to coincide with the start of the Spring session of the Fire Academy. These positions are budgeted, the hiring of the Firefighter in March
for the Fire Academy will help reduce overtime in the summer months due to the June retirement and the extra time off slot. We will also have training cost reductions for lodging and mileage by sending both candidates to training in March, as opposed to 1 in March and 1 in September.
FINANCIAL:
This is a budgeted item.

RECOMMENDATION:
Direct the Fire and Police Commission to hire the replacement firefighter and the 2nd replacement firefighter prior to the commencement of the Spring Fire Academy.
After a brief discussion, regarding the command structure of the department, comments and questions;
A motion was made by Alderman Sallows, seconded by Alderman DeJaynes, to concur with the recommendation to direct the Fire and Police Commission to hire the replacement firefighter and the second replacement firefighter prior to the commencement of the Spring Fire Academy. Upon roll call the following voted in favor: Sallows, DeJaynes, Miller, and Cheffer. Motion carried.
