Consent Agenda:

All items under the consent agenda will be enacted by one motion. There will be no separate discussions of these items unless a Council Member so requests, in which case, the item will be moved from the Consent Agenda and considered as the first item after the Omnibus Vote.

Approval of Minutes:

Committee-of-the-Whole and Council meeting minutes of April 17, 2018.

Second Reading Ordinances:

1. Council Bill/Special Ordinance 4008-2018

A Special Ordinance authorizing the Mayor and City Clerk to execute an agreement with the QC Legends Soccer Club to lease the 48th Street Field at Green Valley Park for the operation of a soccer program.

Explanation: QC Legends Soccer Club desires to Lease the 48th Street Field at Green Valley Park for the purpose of operating a soccer program. The term of said lease shall run from April 1, 2018, through March 31, 2020. The Park and Recreation Board supports the agreement and believes that this agreement will enhance services for residents. Additional documentation attached.

Fiscal Impact: City of Moline will receive $250.00 income annually for the lease term and a $5.00 fee per participant.

2. Council Bill/Special Ordinance 4009-2018

A Special Ordinance authorizing the Mayor and City Clerk to execute a Lease Agreement with the Quad City Music Guild, for a lease term of April 1, 2019 through March 31, 2039.

Explanation: The Moline Park and Recreation Board and the Quad City Music Guild previously entered into a lease agreement dated March 1, 2000, for a twenty-year term ending March 31, 2020 for premises described therein. The parties mutually desired to review the lease prior to its expiration. The parties have agreed to make certain changes to the lease and enter into a new twenty-year lease effective April 1, 2019, which will terminate and replace their current lease agreement. The Park and Recreation Board recommends approval of the new lease. Additional documentation attached.

Fiscal Impact: Annual rent paid by Music Guild will be equal to the amount the City pays in insurance premium to insure the premises, with such amount varying annually.

3. Council Bill/Resolution 1055-2018

A Resolution amending Budget Resolution #1183-2017 by authorizing changes to the Tourism Fund in the budget for FY 2018.

Explanation: Allocation of $7,500.00 to River Action from unspent special event funding from the 2017 budget.

Resolutions

4. Council Bill/Resolution 1056-2018

A Resolution authorizing the Mayor and City Clerk to enter into a Parking Lease Agreement with Bozeman, Neighbour, Patton & Noe, LLP for 25-35 parking spaces in the Midtown Parking Ramp.

Explanation: The City and Bozeman, Neighbour, Patton & Noe seek to enter into a 10-year lease for between 25-35 parking spaces in the Midtown Ramp in conjunction with a potential move into the Sears Building, which is owned by HOA Development, LLC. Additionally, the terms of this Parking Lease Agreement match the parking lease terms in the approved Heart of America Development Agreement. Additional documentation is attached.

Fiscal Impact: Negligible as the firm currently leases spaces in the Midtown Ramp for an amount of $13,770, which is within the new lease range.
