The City of Moline has revised its Zoning and Land Development Code to improve how residents are notified about zoning and development activities in their neighborhoods.
Previously, the city was required to publish both standard legal notices and larger quarter-page newspaper advertisements for certain zoning changes. The city found that these larger ads were expensive but did not significantly increase public awareness. Under the updated rules, Moline will continue to place standard legal notices in the local newspaper but will no longer require the larger, costlier advertisements.
Another change involves mailed notifications. While it has been customary for nearby property owners to receive mailed notices about proposed projects, this practice is now officially included in the city's zoning code. Property owners within 250 feet of a project will be sent a notice by mail. If there are fewer than 20 property owners within that range, the area will be expanded until at least 20 property owners are notified.
Additionally, information about public hearings is now available online. Residents can access details on upcoming zoning cases, hearing dates, and related documents on the City of Moline website.
According to city officials, "These updates help make the process clearer, more consistent and more transparent, ensuring that everyone has the opportunity to stay informed and participate in the City’s planning process."
