Village of Orion Village Board met April 2. 

Here is the minutes as provided by the board:

The regular meeting of the President and Board of Trustees was held at 7:00 p.m., April


2, 2018, at Village Hall, 1202 4th Street, Orion, Henry, Illinois. The following members

were present: Cooper, Peterson, Newman, Lawson, Hancock, and Drucker. Absent:

Mitton.

The meeting was called to order by President Cooper, who led the board in the Pledge of

Allegiance.

It was moved by Drucker, seconded by Lawson to approve the minutes of the meeting

held March 19, 2018. Ayes: Peterson, Newman, Lawson, Hancock, and Drucker. Noes:

None. Absent: Mitton.

Mr. Roger Newman was honored for his 15 years of employment with the village. He

was given a plaque and gift certificate in recognition of his retirement.

President Cooper received a copy of Colona’s food vendor regulations and distributed

them to the board. He told Mr. & Mrs. Michael Rascher the board needed more time to

research their coffee camper business proposition but urged they continue with necessary

health department regulations. President Cooper said he would like Orion’s regulations

to be as least restrictive as possible.

Mr. Zachary Kline, Boy Scout Troop 123, updated the board on progress made toward

his Eagle Scout project. He is fundraising and putting together a plan to rehab 24

benches in Central Park. Trustee Peterson and President Cooper have been assisting.

Kline was thanked for taking on the project.

The street department is maintaining vehicles and looking for someone to take dirt when

the 13th Ave. Crt. project begins.

Manhole risers, a VLR bearing, and end-of-year supplies have been ordered for the sewer

department.

There are no issues in the water department and pumpage remains consistent at both

wells.

Water was turned on in Central Park for the Easter egg hunt. The hunt was canceled and

water froze in the park restroom, but it was thawed without damage.

President Cooper said construction of the crow’s nest in Love Park has come to a

temporary standstill. Construction is relying on volunteers and weather has been

inappropriate. Once completed, there will be a celebration at the baseball diamond.

Trustee Drucker presented the FY 2019 Proposed Budget and asked board members to

review and be prepared to take a vote at the next meeting. An optional 13th Street overlay

was added and a request for a tractor/backhoe was left in the budget. Additional money

was included for part-time labor. President Cooper noted the backhoe should be used as

much as possible in lieu of hiring a private contractor for excavation. A vote on the

purchase of the backhoe will take place at the next meeting due to its quoted price being

valid only until May 1, 2018. It is a state bid item.

President Cooper received a note of thanks from the Henry County sheriff for the

village’s efforts to help pass the public safety tax.

Copies of the International Building Code and International Residential Code were

ordered and will be reviewed prior to adoption.

The landscape waste site will be open the Mondays of April 16th and May 7th & 21st from

1-3 p.m. and the Saturdays of April 7th & 14th and May 5th & 19th from 8-10 a.m.

It was moved by Drucker, seconded by Newman to enter executive session at 7:35 p.m.

to consider the appointment, employment, compensation, discipline, performance, or

dismissal of specific employees. Ayes: Peterson, Newman, Lawson, Hancock, and

Drucker. Noes: None. Absent: Mitton.

President Cooper reconvened the meeting in open session at 8:45 p.m.

There being no further business to come before the meeting, it was moved by Drucker,

seconded by Lawson to adjourn. Ayes: Peterson, Newman, Lawson, Hancock, and

Drucker. Noes: None. Absent: Mitton.
