Moline City Council met May 22.

Here is the minutes provided by the Council:

Council Meeting: The City Council meeting came to order at 7:33 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: There was no Invocation.

Roll Call: Roll call was taken with Mayor Acri, Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg present. Absent: None.

Items on Consent:

Approval of Minutes & Appointments:

Committee-of-the-Whole and Council meeting minutes of May 8, 2018, and the April 2018 financial report.

Second Reading Ordinances-

1.Council Bill/Special Ordinance 4010-2018

A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing the use of public right-of-way in conjunction with the Mercado on Fifth special event scheduled for 22 consecutive Fridays from June 1, 2018 through October 26, 2018.

2. Council Bill/Special Ordinance 4011-2018

A Special Ordinance closing certain streets more particularly described herein to vehicular traffic and authorizing the use of public right-of-way in conjunction with the FROG Hop 5K, sponsored by Trinity Lutheran Church, scheduled for Saturday, June 2, 2018.

3. Council Bill/Special Ordinance 4012-2018

A Special Ordinance closing certain streets more particularly described herein to vehicular traffic and authorizing the use of public right-of-way in conjunction with the First Step Riverfront 5K, sponsored by the Children’s Therapy Center of the Quad Cities, scheduled for Saturday, May 26, 2018.

Resolutions

4. Council Bill/Resolution 1067-2018

A Resolution authorizing the Mayor and City Clerk to apply for a State Highway Permit from the Illinois Department of Transportation and to execute the necessary forms in conjunction with the Micro Brew Mile & 6K Road Race, sponsored by the Children’s Therapy Center of the Quad Cities, scheduled for Saturday, June 16, 2018.

5. Council Bill/Resolution 1068-2018

A Resolution authorizing a sole purchase of four central hydraulic systems, attachments, plows and installation from Bonnell Industries Inc. in Dixon, Illinois, for the amount of $374,500.

Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

Second Reading Ordinances-

6. Council Bill/General Ordinance 3022-2018

An Ordinance amending Sec. 31-5101 of the Moline Code of Ordinances increasing the Amusement Tax imposed upon all persons gaining admission to witness amusements within the City of Moline from 3% to 5% in facilities where the gross seating is 8,000 or more.

Adopted: Alderman Parker, seconded by Alderman Wendt, moved to adopt Council Bill 3022-2018. Motion carried on roll call with the following vote: ayes: Aldermen Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: Alderman Rodriguez.

Resolutions-

7. Council Bill/Resolution 1066-2018

A Resolution authorizing the purchase of 15,800 recycling carts from Wastequip for $859,095.76.

Tabled: Alderman Parker, seconded by Alderman Potter, moved to approve Council Bill 1069-2018. Council questioned staff as to why the lower bid was not accepted. City Administrator Doug Maxeiner explained that Toter was identified from the outset as the preferred brand in order to standardize inventory and because of a good history with the product’s value. The City went through the National Purchasing Alliance according to the procurement code, resulting in unsolicited bids that were reviewed. Alderman Wendt moved to table the motion until the next Council meeting. Seconded by Alderman Parker after requesting that Council physically examine and compare the carts prior. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

8. Council Bill/Resolution 1069-2018 (Appeared previously as Council Bill/General Ordinance 3021-2018) A Resolution Directing staff to install a 4-Way Stop at the intersection of 15th Street and 24th Avenue.

Approved: Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 1069-2018. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Schoonmaker and Berg; nays: Aldermen Potter, Turner and Waldron.

First Reading Ordinances-

9. Council Bill/Special Ordinance 4014-2018

A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing use of public right-of-way in conjunction with the 2018 Komen Quad Cities Race for the Cure scheduled for Saturday, June 9, 2018.

Motion for Consideration: Alderman Parker, seconded by Alderman Wendt, moved to consider Council Bill 4014-2018. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

Adopted: Alderman Parker, seconded by Alderman Wendt, moved to adopt Council Bill 4014-2018. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

Council, Staff and Citizen Comments:

Parks Recreation Director Lori Wilson shared that the City was recognized by Quad City Riverfront Council for the Sylvan Island bridge and trails.

Director Wilson stated that the Picnic for Prospect event held on May 19, 2018 was a great success, raising nearly $5,000.

Bryon Lear, Library Director, shared that brochures are available for the summer reading program that kicks off on June 2, 2018.

Director Lear encouraged everyone to experience the virtual I-74 Bridge display, which will be leaving the library in just over a week.

Alderman Parker thanked Council and staff for supporting the Moline Housing Authority’s dedication of Kathy York Park on May 21, 2018.

Aldermen Rodriguez and Wendt, and Mayor Acri applauded staff’s partnership at the Touch-a-Truck event held on May 19, 2018.

Alderman Parker praised Chief Snyder and his crew for the firefighter memorial service on May 19, 2018 and encouraged all to experience the special event and recognize their efforts and sacrifice.

Alderman Wendt thanked staff for their work on the Picnic for Prospect fundraiser and for their responsiveness to a pothole issue at the soccer field.

On motion of Alderman Parker, seconded by Alderman Berg, Council adjourned at 8:13 p.m.
