Here is the minutes provided by the council:

PLEDGE:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag,

ROLL CALL

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Alissa Sallows, Gary Almblade, Nancy Mulcahey, Ed DeJaynes, Gary Miller, Maria Tapia, Jose Rico, and Mayor Freeman.

PUBLIC COMMENT:

None

CITY CLERK’S REPORT City Clerk Holmes passed.

ADDITIONS/CORRECTIONS TO AGENDA:

None

CONSENT AGENDA:

City Clerk Arletta Holmes read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of October 1, 2018.

b. Approval of the Committee-of-the-Whole Minutes of October 1, 2018. c. Approval of Salaries for October 5, 2018 in the amount of $455.855.74. d. Approval of Bills in the amount of $614,420.30

A motion was made by Alderman DeJaynes, seconded by Alderman Miller, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Sallows, Almblade, Mulcahey, DeJaynes, Miller, Tapia, and Rico. Motion carried.

REPORT BY MAYOR

Mayor Freeman read a Proclamation recognizing the 200th Anniversary of Illinois becoming the 21st State in the Union. and The City of East Moline is proud to support the fairness and equality Campaign in celebration of the Illinois Bicentennial. There was no one in attendance to accept the proclamation.

CITY ATTORNEY GRAHAM LEE PRESENTED THE FOLLOWING ORDINANCES: ORDINANCE 18-13: AN ORDINANCE OF THE CITY OF EAST MOLINE, CREATING TITLE 3 “BUSINESS

REGULATIONS” CHAPTER 23 “WASTE HAULERS”, SECTION 3-23-1 “REGISTRATION AND FEES” OF THE CITY CODE OF THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS.

A motion was made by Alderman Sallows, seconded by Alderman Miller, to waive the reading of Ordinance 18-13. Upon roll call the following voted in favor: Sallows, Almblade, DeJaynes, Miller, Tapia, and Rico. Opposed: Mulcahey. Motion carried. 6-1

A motion was made by Alderman Rico, seconded by Alderman Tapia, to approve Ordinance 18-13. Upon roll call the following voted in favor: Sallows, Almblade, Mulcahey, DeJaynes, Miller, Tapia, and Rico. Motion carried.

RESOLUTION 18-59: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS AUTHORIZING APPROVAL OF THE REPLACEMENT POLICE OFFICER FOR THE CITY OF EAST MOLINE OF POLICE DEPARTMENT.

A motion was made by Alderman Tapia, seconded by Alderman DeJaynes, to approve Resolution 18-59. Upon roll call the following voted in favor: Sallows, Mulcahey, DeJaynes, Miller, Tapia, and Rico. Opposed: Almblade. Motion carried. 6-1

RESOLUTION 18-60: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS AUTHORIZING APPROVAL OF THE REPLACEMENT FIREFIGHER FOR THE CITY OF EAST MOLINE OF FIRE DEPARTMENT.

A motion was made by Alderman Sallows, seconded by Alderman Tapia, to approve Resolution 18-60. Upon roll call the following voted in favor: Sallows, Mulcahey, DeJaynes, Miller, Tapia and Rico. OPPOSED: Almblade. Motion carried. 6-1

RESOLUTION 18-61: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE PURCHASE OF A REPLACEMENT VEHICLE FROM REYNOLDS FORD, IN THE AMOUNT OF $22,913.44.

A motion was made by Alderman Rico, seconded by Alderman Miller, to approve Resolution 18-61. Upon roll call the following voted in favor: Sallows, Almblade, Mulcahey, DeJaynes, Miller, Tapia, and Rico. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman Mulcahey)

Alderman Mulcahey had no items for discussion. All items have been covered under the Consent Agenda, Resolution, or Ordinance.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:

John Reynolds, Chief EMPD – Chief Reynolds informed the City Council of the upcoming activities.

 East Moline Police Department will be participating in a drug take back program on Saturday, October 27, 2018 at the East Moline Police Department from 10:00 a.m. – 2:00 p.m. This is the first year that the East Moline Police Department has participated in this program.

 There will be two Halloween parties taking place on October 27, from 1:00 p.m. – 3:00 p.m.

a. Garfield Park

b. Watertown neighborhood watch at Hereford Park (if rains will be at U.A.W. Hall)

 East Moline Trick or Treat will be held on October 31 from 5:00 p.m. – 8:00 p.m.

 Citizens Police Academy will be held January 23 – April 3, 2019 from 6:30 p.m. – 9:00 p.m.

Applications can be obtained by contacting the East Moline Police Department.

Darren Gridler, City Administrator – Mr. Gridler informed the City Council that Kimberly Grandinetti accepted a position in Jacksonville, Iowa. Her position has been posted in the newspaper.

Mayor Freeman informed the City Council there is a new building inspector starting October 22, 2018.

Mr. Kammler, Director of Engineering – Mr. Kammler informed the City Council that they continue working construction projects within the City. The construction season is still going on even with the weather getting much cooler.

 2nd Street project – nearing completion.

 7th Street Project –Brandt Construction is in default.

o This is a Federal Contract administered by IDOT. City of East Moline is working with IDOT. o Brandt Construction did not start the cold in-place recycling work in time and will need to start in the spring.

Alderman Almblade asked when is the projected date? Mr. Kammler stated that there is a problem and explained the process.

Alderman Sallows asked if the City has received a final amount on what Legacy Construction owes to the City of East Moline for not following their contract? Mr. Kammler stated that has not been finalized and he will provide more information when available.

Alderman Sallows stated that the City of East Moline did not pick Brandt Construction on the 7th Street project. Alderman Sallows has voiced her concerns to the City Council before regarding Brandt Construction and would like the City Council to take that into consideration when awarding Brandt Construction another contract.

Mayor Freeman stated that the City Council would have to come back with an Ordinance addressing the situation.

Rob DeFrance, EMFP – Chief DeFrance informed City Council that the newest recruit will be graduating from the Fire Academy on October 26, 2018.

Mr. Lambrecht, Director of Maintenance Services – Mr. Lambrecht informed the City Council that the river has gone down quickly it was at 10’2” – 10’3”. When is goes down a little bit further then we will open some of the gates.

Mr. Drake, WWWTP Facilities Director – Mr. Drake informed the City Council that they had issues with the lift stations. The flows went to 20 million.

Chief Reynolds informed City Council that Mary Ann Bender will be retiring and her last day at work will be November 7, 2018.

Mayor Freeman announced that there will be Closed Session tonight to discuss a: Personnel Matter.

RECESS SESSION:

A motion was made by Alderman Miller, seconded by Alderman Almblade to recess the City Council Meeting and go into the Committee- of -the -Whole Meeting. Upon Roll Call the following voted in favor: Sallows, Almblade, Mulcahey, DeJaynes, Miller, Tapia, and Rico. 7:03 p.m.

CLOSED SESSION:

A motion was made by Alderman Miller, seconded by Alderman Almblade to go into Closed Session to discuss a Personnel Matter. Upon Roll Call the following voted in favor: Sallows, Almblade, Mulcahey, DeJaynes, Miller, Tapia, and Rico. 7:04 p.m.

RECONVENE SESSION:

A motion was made by Alderman DeJaynes, seconded by Alderman Tapia to reconvene the City Council Meeting. Upon Roll Call the following voted in favor: Sallows, Almblade, Mulcahey, DeJaynes, Miller, Tapia, and Rico. 7:25 p.m.

OPEN SESSION:

A motion was made by Alderman DeJaynes, seconded by Alderman Tapia to return to open session. Upon Roll Call the following voted in favor: Sallows, Almblade, Mulcahey, DeJaynes, Miller, Tapia, and Rico. 7:26 p.m.

Mayor Freeman announced there were no action taken in Closed Session.

ADJOURNMENT:

A motion was made by Alderman DeJaynes, seconded by Alderman Almblade, to adjourn the City Council meeting. Upon roll call the following voted in favor: Sallows, Almblade, Mulcahey, DeJaynes, Miller, Tapia, and Rico. Motion carried. 7:28 p.m.
