City of East Moline Committee-Of-The-Whole met July 1.

ROLL CALL

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Frederic Kotoku, and Maria Tapia. Absent: Jose Rico. 6:55 p.m.

ADDITIONS/CORRECTIONS TO AGENDA

None.

VEHICLE REPLACEMENT - (Mr. Lambrecht, Director of Maintenance Service)

As outlined in the CIP, the Maintenance Services Department budgeted to replace 1 large dump truck with plow – 2000 Sterling L7500. The truck is vital to the department to fight snow storms in the winter, haul rock, millings and spoils from job drainage job sites or loan to different departments. The Maintenance Services Department received a quote from Rush Truck Center off the NJPA bid for a 2020 HV507 International truck with a Monroe plow system for $128,227.12. We will sell the 2000 Sterling L7500 by sealed bid or on-line auction and put the proceeds back into drainage departmental projects. We had 2 trucks in the CIP for this year but purchased a backhoe in-place of one of the trucks as we do the CIP 5 years in advance and equipment needs sometimes require us to move on the projected list.

FINANCIAL:

This is a CIP.

Amount Budgeted: $115,000.00 Actual Cost: $128,227.12 Under/(over) $13,227.12 Funding Sources: Drainage Capital Purchases

This is a CIP CIP Number: STMT 19-01

RECOMMENDATION:

To purchase the truck from Rush Truck Center at $128,227.12 off the NJPA as it takes approximate 6 to 8 months to build.

A motion was made by Alderman Almblade, seconded by Alderman Toppert, to concur with the recommendation as presented. Upon roll call the following voted in favor: Frederic, Tapia, Toppert, Almblade, Mulcahey and O’Brien. Motion carried.

2019 SEALCOAT PROGRAM (Mr. Kammler, Director of Engineering Services)

In accordance with the FY2019 Capital Improvement Plan the Engineering Department has prepared recommendations for the 2019 Sealcoat Street Program which consists of base preparation and chip-seal surface treatment of existing deteriorated chip-seal streets and alleys. A map of the recommended improvement areas is attached for review and reference. Complete specifications and bidding documents will be available for review and comment at the East Moline Engineering and Maintenance Facility. A bid letting will be scheduled after COW approval. A complete tabulation of bids and formal recommendation for award of contract (pending reasonable bid prices) will be forthcoming to the City Council at a meeting subsequent to the letting. Inspection for this project is anticipated to be performed by staff in-house.

This is a budgeted item.

RECOMMENDATION:

Approve 2019 Sealcoat Program to proceed to bid letting.

ADDITIONAL COMMENTS:

There remain a significant number of streets throughout the city that require the same type of work that cannot be improved this year due to lack of funding.

A motion was made by Alderman Almblade, seconded by Alderman Toppert, to concur with the recommendation as presented. Upon roll call the following voted in favor: Frederic, Tapia, Toppert, Almblade, Mulcahey and O’Brien. Motion carried.
