City of Moline City Council met Sept. 17.

Here is the minutes provided by the council:

Council Meeting: The City Council meeting came to order at 8:07 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance. Invocation: Alderman Schoonmaker gave an Invocation.

Roll Call: Roll call was taken with Mayor Acri, Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg present. Absent: None.

Items on Consent:

Approval of Minutes

Committee-of-the-Whole and Council meeting minutes of September 10, 2019. City Clerk Janine Hollembaek Parr requested clarification of the motion from the last meeting regarding Project #1331, Floreciente Streetscape, 7th Street, West of 4th Avenue, Moline. Staff requested Council approval to allow the purchase of equipment needed for Phase Two during Phase One, using the Community Development Block Grant (CDBG) funds available only until the end of next month. Alderman Wendt made a motion to clarify Council’s direction of September 10, 2019, approving a Resolution authorizing the Mayor and City Clerk to execute and attest to a contract for Project #1331, Floreciente Streetscape, 7th Street, West of 4th Avenue, Moline, and allowing the purchase of equipment needed for Phase Two during Phase One, using the Community Development Block Grant (CDBG) funds available only until the end of next month. Seconded by Alderman Potter. Motion passed unanimously.

Second Reading Ordinances

1. Council Bill/General Ordinance 3022-2019

An Ordinance amending Chapter 35, “ZONING AND LAND DEVELOPMENT,” of the Moline Code of Ordinances, Section 35-3201, “BULK STANDARDS,” subsection (b), “MAJOR ACCESSORY STRUCTURES,” by repealing said subsection in its entirety and enacting in lieu thereof one new subsection (b) dealing with the same subject matter.

2. Council Bill/General Ordinance 3023-2019

An Ordinance amending Chapter 25, “PLANNING AND DEVELOPMENT,” of the Moline Code of Ordinances, Section 25-2100, “OFFICIAL COMPREHENSIVE PLAN; ADOPTED; TERRITORIAL APPLICATION,” by amending the Official Comprehensive Plan as follows: by adopting and adding new text at Appendices Adopted, page 1; and by adopting and adding to the Appendices Adopted a new Appendix Q entitled “Avenue of the Cities Corridor Plan.”

Resolutions

3. Council Bill/Resolution 1118-2019

A Resolution authorizing the Community Development Department, on behalf of the City of Moline, to apply to the Illinois Housing Development Authority for a Land Bank Capacity Program, Round 2 Grant in the amount of $50,000 for the purpose of conducting a Land Bank Feasibility Study; and authorizing City staff to do any and all things necessary to apply for the Land Bank Capacity Program, Round 2 Grant.

4. Council Bill/Resolution 1119-2019

A Resolution authorizing approval of Change Order #1 with Needham Excavating Inc., for Project #1285, 18th Street B, South of the Avenue of the Cities, in the amount of $15,301.69.

5. Council Bill/Resolution 1120-2019

A Resolution authorizing the City Administrator to modify the non-union employee group benefit package to incorporate the changes as set forth on Exhibit A attached hereto relating to health insurance premiums.

Omnibus Vote: Alderman Parker, seconded by Alderman Schoonmaker, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

First Reading Ordinances

6. Council Bill/General Ordinance 3024-2019

An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 10, “PARKING PROHIBITED AT ANY TIME,” by deleting Twenty-third Avenue, on the south side, from Seventh Street west 80 feet and adding in lieu thereof Twenty-third Avenue, on the south side, from Seventh Street west 140 feet.

7. Council Bill/Special Ordinance 4015-2019

A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing use of public right-of-way in conjunction with the 2019 Za-Zoom Quad Cities Pizza Festival and 5K scheduled for Saturday, October 5, 2019.

Council, Staff and Citizen Comments:

Alderman Wendt thanked staff for Memorial Cemetery’s beautiful grounds.

Mayor Acri encouraged participation in TBK Quad Cities Marathon activities this weekend. Mayor Acri adjourned the City Council meeting at 8:13 p.m.

The next regularly scheduled City Council meeting is on September 24, 2019.
