City of Geneseo City Council met Nov. 12.

Here is the minutes provided by the council:

The Regular Council of the City of Geneseo was called to order on Tuesday, November 12, 2019, at 6:00 PM, in the Council Chambers, with the following members present:

COUNCIL PRESENT:

Mayor Kathy Carroll-Duda, Council Brett Barnhart, Council Craig Arnold, Council Douglas Crow, Council Martin Rothschild, Council Paula Simosky, Council Robert Wachtel, Council Sean Johnson, and Council Bob James

PUBLIC PRESENT:

1 Chamber of Commerce Report

Chamber Director Zach Sullivan reported that the Chamber membership is at 197 with 1 new member in the last month. Witches Night Out and Bootiful Saturday were success with over 625 children participating in the downtown Trick or Treating. The Chamber is continuing to work on the Holiday Events. 2 City Engineering Report

Greg Ryckaert from IMEG gave an update on the NE Drainage Project. There was a site visit with Elected Officials and a discussionary meeting with the DNR. The Hennepin Canal Pipe is steel and in good shape, it is larger than anticipated with a diameter of 50". The current pipe was installed back in the 1950's. Due to the pipe being larger and steel it can be extended and cleaned out, making it not necessary to replace the pipe. A Maintenance Agreement with the DNR will need to be drafted.

3 Mayor's Comments

Mayor Kathy Carroll-Duda announced that she will not be seeking a 3rd term as Mayor. This was a good experience to see Geneseo from a different prospective. She thanked the employees.

4 City Administrator's Comments

CIty Administrator Hollenkamp congratulated Eric Rowold on his appointment to the Director of Electrical Operations Position. We are moving forward with a fast track demolition for 602 N. Center Street. We posted the notice on 10/16, mailed notice to interested parties on 10/17, recorded notice on 10/18,and published notice in paper on 10/24. If there are no objections as of 11/23 we will have authorization to demolish. Demolition must occur no later than 2/14/20. After demolition, we will place a lien against the property. We have a grant to cover the cost of demolition and the recorded lien will be for all other costs (i.e. legal). We will then need to decide whether to foreclose on the lien.

5 Public Comment

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

Jon Zahm reported that Beth Welders will be replacing him as the reported from the Henry County Republic.

7.2. Resolution R-19-18 A Resolution Regarding the Intergovernmental Cooperation Contract with Illinois Municipal League Risk Management Association Brett Barnhart moved, seconded by Craig Arnold, Motion to approve Resolution R-19-18 A Resolution Regarding the Intergovernmental Cooperation Contract with Illinois Municipal League Risk Management Association.

Pursuant to the purchase or lease of real property for the use of the public body: 5ILCS 120/2 (c)(5) The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired at 6:43 pm. Martin Rothschild moved, seconded by Bob James, to enter into Executive session Pursuant to 5ILCS 120/2(c)(1) and 5ILCS 120/2(c)(5) at 6:43 pm.
