City of Geneseo Plan Commission met Jan. 6.

Here is the minutes provided by the commission:

1 Pledge of Allegiance

2 Roll Call

3 Public Comment

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

4 Consent Agenda

4.1. Approval of previous Plan Committee Minutes from July 1, 2019.

Jake Vorac moved, seconded by Michael Smith, Approval of the previous Plan Committee Minutes for July 1, 2019 as presented.

Motion by Vorac, second by Smith to approve July 1, 2019 minutes as presented.

RESULT: Carried

5 Public Hearing

5.1. Open the Public Hearing

There was no public present.

Keith Kennett moved, seconded by Michael Smith, Motion by Kennett, second by Smith to open public hearing for Public input on the text amendment to the City Code to Opt Out of all cannabis related businesses with the exception of transportation at 6:06 pm.

RESULT: Carried

6 Close Public Hearing

6.1. Close the Public Hearing

There was no discussion.

Moved by Meyer, second by Vorac to close the Public Hearing at 6:07 pm.

7 New Business Item(s)

7.1. An Item that will be coming before the Plan Commission board next month is a request to allow a Satellite Dish to be installed in a parking lot that is owned by Wirth Inc. on E Exchange St. They were approached by Biostat to lease a portion of property to install the dish. It will be a 700 square foot in size which is a 25x30 space. Wirth currently owns the entire block and are looking to purchase the old laundromat building, remove it and put in new retail space. This dish would be feeding into the fiber network that runs along the tracks. There will be Ballard's installed and fencing for safety as the ordinance requires. This will require a Public Hearing and wanted to get input of any questions that the board may have prior to the hearing. Questions included; what is the expected level of sound out of the unit and are their any communities that could be a reference who have allowed these dishes.

7.2 Discussion on Ordinance O-20-01 An ordinance amending the City Code to prohibit specific adult-use cannabis business establishments and to permit adult-use cannabis transporter businesses.

Members asked why grow facilities aren't being allowed with the City needing a new revenue source. City Administrator reported that the City Council were generally in agreement and the trucking companies pick up and deliver product with no overnight storage, no stopping with a load and the laws are very strict. This would be approved in any district that allows trucking companies which would be B-4. Municipalities have no control over where Medical Businesses are placed this is entirely controlled by the State. The board asked Chief Disterhoft his opinion and he stated that he didn't see this being an issue for the Police Department. Keith Kennett moved, seconded by Larry Meyer, Motion by Kennett, second by Meyer to recommend to the City Council to approve Ordinance O-20-01 which amends the City Code to prohibit specific adult-use cannabis business establishments and to permit adult-use cannabis transporter businesses.

7.3 City Administrator Jo asked that the board consider a change to the meetings taking it from the first Monday at 6:00 pm to Monday at 6:00 pm on an as needed basis. This will be presented to the Zoning Board of Appeals also and then a decision will be made.

8.1. Move to close the meeting

Michael Smith moved, seconded by Jake Vorac, Motion by Smith, second by Vorac to adjourn the meeting at 6:44 pm.
