City of Moline Historic Preservation Commission met Feb. 10.

Introduction of Guests – Jan Stoffer and Mark Hunter Stoffer

Approval of Meeting Minutes – January 13, 2020 – Motion by Senatra, seconded by Perkins. Motion carried

New Business:

 Code suggestion: HPC review buildings over 50 years prior to issuing a demolition permit – Mizner opened discussion informing members that a utility disconnect occurs before a demolition application is requested and asked if this should this be reversed. Mr. Stoffer joined the group and offered that the Cedar Rapids ordinance had spurred community awareness. Senatra suggested that the planning, land development and building divisions would all need to be a part of the review process. Commission questioned if old demolition permits should be reviewed. Ordinance example would need some local revisions and extensive review to avoid conflicts in the code. Senatra noted that a designee would need to be identified to work with the affected owner to consider options. Commission will continue review at next meeting.

 Rt. 92 Corridor Study – Rock Island to Silvis – Survey – Public comment was received at the public meeting at the library.

 Other: Senatra reminded commissioners that they should be an active participant in public art master plan commentary period and suggested that certain historic properties should be declared off limits. Potter suggested that historic building fronts and architectural details should at least be restricted from murals. Potter advised commission he was working to compile a list of architectural salvaged items from recent demolitions.

Old Business:

• List of Moline’s historically and architecturally significant buildings –survey/inventory – Potter handed a list of properties that he had previously inventoried to Mizner.

• Long term storage and preservation of architectural drawings by local architects of note - no report

• Other

• Proposed Riverfront redevelopment: Depot Clock, Sears recognition

• Main Street & Commercial Façade Improvement program – Façade committee will meet Thursday to discuss two applications ; Clints pizza and Curtis Lewis of First Covenant

• Mural and Public Art guidelines for Moline Centre – Ege has given Designing Local information about David Sears

• Quad Cities Preservation Consortium – Passport idea on hold

Announcements: Anderson reminded members of the annual CLG report due and asked if members would communicate any preservation related activity last year.
