1. *Motion whether or not to pass Resolution Number 1, declaring the official intent to participate in the City of Rock Island’s Performance Contract Improvement Projects. (RC)
2. * Motion whether or not to adopt the following resolution, acknowledging and approving the temporary adjustment in withdrawals of the Rock Island Public Library Foundation. (RC)
“Be it resolved that the Rock Island Public Library, being the principal beneficiary of the Rock Island Public Library Foundation, acknowledges and supports the Foundation’s temporary adjustment in withdrawal standards from 4% to 7% of the net fair market value of Trust assets as averaged over the three preceding years. This resolution is adopted by the Library Board of Trustees, in keeping with prudent investment standards of the Foundation, for the purpose of funding the capital needs of the Rock Island Public Library.”
3. *Motion whether or not to approve Library Streetscape, risk management, and beautification project as presented. (RC)
4. *Motion whether or not to approve closing all library locations on Tuesday, November
3, 2020, for the “2020 General Election Day,” as passed by the Illinois Legislature. (RC) (10 ILCS 5/2B-10 new)
Sec. 2B-10. Election Day State holiday. Notwithstanding any other provision of State law to the contrary, November 3, 2020 shall be a State holiday known as 2020 General Election Day and shall be observed throughout the State. November 3, 2020 shall be deemed a legal school holiday for purposes of the School Code, State Universities Civil Service Act, and any other law designating a holiday. All government offices, with the exception of election authorities, shall be closed unless authorized to be used as a location for election day services or as a polling place.
