Village of Andalusia Village Board Met Dec. 7.

CALL TO ORDER

The Board of Trustees met in a public meeting at the Village Hall. The meeting was called to order by President Curt Morrow at 7:00 pm. He led the pledge to the flag.

ROLL CALL

Present: President Morrow, Trustee Brackney, Trustee Anderson, Trustee Pittard, Trustee Koopman

Absent: Trustee Einfeldt, Trustee Schmidtke

TRUSTEE KOOPMAN MADE A MOTION TO ACCEPT THE MINUTES FROM THE NOVEMBER 16, 2020 BOARD MEETING. SECONDED BY TRUSTEE PITTARD. VOICE VOTE.

AYE: Trustee Brackney, Trustee Anderson, Trustee Pittard, Trustee Koopman 

NAY: NONE

MOTION CARRIED: 4-0 (2 absent)

TRUSTEE ANDERSON MADE A MOTION TO APPROVE THE BILLS FOR DECEMBER 7, 2020 IN THE AMOUNT OF $19,604.63 SECONDED BY TRUSTEE PITTARD. VOICE VOTE.

AYE: Trustee Brackney, Trustee Anderson, Trustee Pittard, Trustee Koopman 

NAY: NONE

MOTION CARRIED: 4-0 (2 absent)

TRUSTEE PITTARD MADE A MOTION TO APPROVE THE TREASURE REPORT FOR NOVEMBER 2020 SECONDED BY TRUSTEE KOOPMAN. ROLL CALL VOTE.

AYE: Trustee Brackney, Trustee Anderson, Trustee Pittard, Trustee Koopman 

NAY: NONE

MOTION CARRIED: 4-0 (2 absent)

COMMITTEE REPORTS

Streets & Alleys: Trustee Pittard reported that there was a panel replaced on 9th Avenue East.

He also reported that we have plenty of road salt for the winter.

Finance & Audit:

TRUSTEE PITTARD MADE A MOTION TO APPROVE THE THIRD AND FINAL READING OF ORD. NO. 2020-11-07 AN ORDINANCE PROVIDING FOR THE TAX LEVY FOR THE CURRENT FISCAL YEAR ENDING APRIL 30, 2021. SECONDED BY TRUSTEE KOOPMAN. ROLL CALL VOTE.

AYE: Trustee Brackney, Trustee Anderson, Trustee Pittard, Trustee Koopman 

NAY: NONE

MOTION CARRIED: 4-0 (2 absent)

Buildings & Grounds: Trustee Koopman reported that the Christmas Lights are up and look nice.

Harbor: Trustee Anderson reported that we received the report and annual payment from Kelly’s Landing. His hope is to have Chad Kelly attend a Board Meeting in the future, maybe March.

Police: Trustee Brackney reported that everything has been quiet in the Village.

REPORTS OF OFFICERS:

Village Clerk: Clerk Hoffman presented the new Board Meeting schedule for the 2021 year.

January: 25th             February: 1st & 15th        March: 1st & 15th 

April: 5th & 19th         May: 3rd & 17th                June: 7th & 21st 

July: 5th & 19th          August: 2nd & 16th          Sept: 13th & 20th 

Oct: 4th & 18th           Nov: 1st & 15th                Dec: 6th & 20th

Clerk Hoffman reported that the T-Shirt order has been turned in and the shirts will be in by December 15th.

Several Ordinance Violations went out to residents that have a balance on their accounts for water and sewer.

Mayor: Mayor Morrow reported that the Village needs to consider the proposal from the Lion’s Club when they approach the Board on January 25th. He stated that the Village needs a Community center. The Lion’s Club has always served that purpose

Mayor Morrow reported that the easement transfer for the Sewer Plant to Illinois American Water will happen any day now. He suggested taking an additional $250,000 from the easement escrow and purchasing another CD. The rest of the easement money will go into the General Fund to pay for the Dike Rehab. Project the Corps of Engineer’s has planned for next year.

Old Business:

Trustee Pittard reported that the Fire Dept will be meeting in the next day or two to discuss putting in the new storm siren. The Village has pledged $20,000 towards the purchase and install.

TRUSTEE KOOPMAN MADE A MOTION, SECONDED BY TRUSTEE ANDERSON TO ADJOURN THE MEETING AT 7:35 PM.
