City of Kewanee City Council Met Jan. 11.

Here is the minutes provided by the council:

The January 11th, 2021 Council Meeting was called to order at 7:03 PM. All members of the City Council were present via Zoom.

The Consent Agenda included the following items:

a. Approval of Minutes of the December 28th Meeting.

b. Payroll for the pay period ending January 2nd, 2021 in the amount of $257,189.21 

c. Reports from Police, Community Development, and Bock, Incorporated

Councilmember Yaklich moved to approve the Consent Agenda. Councilmember Faber seconded the motion. The motion was approved 5-0.

Bills were presented in the amount of $307,248.12

Councilmember Komnick moved to approve payment of the bills. Councilmember Faber seconded the motion. Discussion: Happened. No further questions in regards to the bills. The motion was approved 5-0.

Public Comments: None

New Business:

a) Consideration of Ordinance #4041 amending Ordinance No. 2841 adopted May 9, 1994, commonly known as The City of Kewanee, Illinois, Administrative Code— Councilmember Colomer moved to approve. Councilmember Komnick seconded the motion. There was no discussion. The motion was approved 5-0.

b) Consideration of Resolution #5265 to appoint an IMRF authorized agent for the City of Kewanee. Councilmember Faber moved to approve. Councilmember Komnick seconded the motion. Mayor Moore asked the Finance Director if she would be able to perform these duties without it being too much for her workload. The Finance Director indicated that she believed she could. There was no further discussion. The motion was approved 5-0.

c) Consideration of Resolution #5266 amending an Agreement with Lakeshore Recycling Systems to haul and dispose of solid waste for the transfer station. Councilmember Colomer moved to approve. Councilmember Faber seconded the motion. Discussion: The City Manager explained that there had been an oversight in not listing the required equipment that would work in conjunction with our transfer station. Councilmember Yaklich asked how many tons per year were hauled to the landfill. The City Manager continued that because lakeshore would be incurring additional capital costs to provide the services agreed upon in response to the RFP, the additional dollar per ton was fair and that it still provided a significant savings over using Knox County Landfill. Multiple Councilmembers noted that the total tonnage had been included in their earlier packets when the agreement was approved. The operations manager stated that the total tonnage was estimated to be between 14,000 and 15,000 per year. The City Manager confirmed the figure, having used the annual projected savings and the difference between Lakeshore and Knox County to arrive at about 14,444 tons, indicating that the figure also made sense because lakeshore estimated that their increased capital costs would be between $45,000 and $50,000 and that spread out over three years, the figure of $15,000 per year makes sense. It was noted that saving $245,000 instead of $260,000 per year is still a good thing. The motion was approved 5-0.

d) Discussion of Animal Ordinances by Chief Welgat started with we have very thorough ordinances currently in regards to the dog ordinances. The only are that Chief Welgat saw that could be implemented was the repeat offenders and stricter penalties. Including revoking their right to owning and register their animal with the City. Concerns are the possibility of people just not registering or registering them in a child’s name. Welgat stated there are defiantly some more conversations that need to be had. Yaklich mentioned the concern for the postal workers and designated feet allowed in the front yard on a run. Welgat mentioned it’s not currently in our Ordinance but that it could be added. Komnick stated he has come across this situation on a dog being too close to the sidewalk and he is in favor of a restriction. Mayor Moore stated he is in favor of an anima nuisance ordinance to try and detour the calls for the police department. Welgat concluded the conversation with there has been over 700 calls for animal’s at large, cats and just animal at large.

Council Communications:

• Councilmember Yaklich would like to know why they have not received budget and financial information. City Clerk Jones stated that at this time there are journal entries and information that has not been inputted. These reports would not be accurate and Jones stated she will not provide in-accurate reports. Mayor Moore asked if they could receive those reports at the beginning of each month. Yaklich asked if anyone knows within 100k what our deficit amount is. Gary Bradley stated depending on the fund that would be a different answer. Bradley went through quite a few of the funds to explain some of the differences. Revenue estimates are also in the same boat. Some will be what we predicted and there are others are lower due to closures. Bradley feels the revenue eventually will come in but maybe 4-6 months down the road.

• Councilmember Faber noted that it is difficult for people to get their trash cans in the right spot if snow is blocking the place they put their cans.

• Councilmember Colomer welcomed Randi Haley to the team, commended Chief Shook for the hard work that he has put into managing the City’s reimbursement of CURE Funds and echoed Councilmember Faber’s comment regarding trash cans.

• Councilmember Komnick inquired about sidewalks, noting how hard they are too clear with the snow and ice on them and encouraging their clean-up as students return to school so that people aren’t walking in the streets. He also inquired about the City putting out some information regarding truck routes because Trucks are being seen in areas that aren’t truck routes. He also welcomed Randi Haley to the team.

Mayor’s Communications:

• Mayor Moore welcomed Randi Haley to the City and expressed his belief that the organization is headed in the right direction. He noted the efforts of the United Way in providing personal hygiene and cleaning products to the people. Over 300 boxes were handed out. Each box contained almost $200.00 worth of products. The multiple Volunteers helped make this a successful event. Mayor expressed his condolences to the family of Martha Holton. Martha was a very kind woman and fierce defender of her family. Mayor also offered his condolences to the family of Hazel Pettit. Hazel spent countless hours at the resale shop that helped form. This resale shop honors her by carrying her name. Last the Mayor wants to congratulate Jim Heber who was just named Ill Commissioner of the year. Jim had spent 20 years at the park district and is very deserving of this award.

Announcements: The City Clerk announced that and the City Manager reminded everyone that City Hall would be closed in observance of Martin Luther King Jr. Day.

Councilmember Faber moved to adjourn the meeting. Councilmember Komnick seconded the motion. The motion was approved 5-0. The meeting adjourned at 8:00 PM
