City of Keithsburg City Council met Nov 14.

Here are the minutes provided by the council:

Mayor Reason opens the Meeting at 6:30pm

Alderman Present: Donnie Cox, Melonie McLaughlin, Chad Weeks, Don Truitt

Not Present: Ronnie Brock, Shaun Tippie

Public Comments: Thank you, Skyler and Josh are doing a great job!

1. Cash Receipts: Donnie motioned to approve, Melonie seconded; Motion carried with all “Yes” votes.

2. Cash Disbursement: Chad motioned to approve, Melonie seconded; Motion carried with all “Yes” votes.

3. Minutes from last Month’s Meeting: Donnie motioned to approve, Don T seconded; Motion carried with all “Yes” votes.

4. Water and Sewer: Ion is working to get the wastewater plant cleaned out but have been on hold due to waiting on parts.

Keithsburg council would like for everyone to know that payments are to be made or we do have the right to shut off. If you have a balance and a payment agreement is made, that agreement is to be followed and if not, your agreement is no longer valid and another payment agreement cannot be made. Services will be shut off until the balance is paid in full. Past due notices are to be sent out December 1st, 2022.

8-1A-8: TERMINATION OF SERVICE: For any violation of the prescribed rules and regulations prescribed in section 8-1A-6 of this article, or for the nonpayment of water bills, the City reserves the right to turn off the water without notice and to forfeit any payments made, and after the water has been turned off from any service pipe on account of nonpayment of water bills, or violation of rules, the same will not be turned on until all delinquent bills and penalties are paid, together with a fifty dollar ($50.00) reconnect fee, and no water will be furnished to any person who is indebted to the City on account of water consumed, material or repairs. (Ord. 2018-10, 7-9-2018)

9. Zoning: Nothing to report

10. Resolutions and Ordinance:

• Tax Levi Appropriation Ordinance: Melonie motioned to approve, Donnie seconded; Motion carried with all “Yes” votes.

• Section 10 Installation and Maintenance 8-1B-10

All costs and expenses incident to the installation and connection of building sewer shall be borne by the owner. The owner shall indemnify the city from any loss or damage that may directly or indirectly by occasioned by the installation of the building sewer. The owner is responsible for all installation expenses from the property to the main and/or manhole.

After installation of the sewer by a Licensed Plumber, the owner will be responsible for the maintenance from the building/house to the main and/or manhole.

Attorney Eric Long will check with Aledo’s Sewer Ordinance on how it is worded. Donnie made a motion to reword the ordinance. Melonie seconded; Motion carried with all “Yes” votes.

11. Other:

• Halloway and Crose Dedication was received from the House of Representatives for the Highway.

Donnie made a motion to adjourn the meeting, Melonie seconded; motion carried with all “Yes” votes.
