7. COW Agenda Items 

7.1 A Resolution authorizing the Director of Parks & Recreation to do all things necessary to enter into an agreement with New Line Skateparks, Inc., for phase I design of the skatepark/pump track under the I-74 Bridge for a total amount of $82,450.

Explanation: To address the Federal Highway Administration requirements for uses on their property below a bridge structure, and as enforced by the Illinois Department of Transportation (IDOT) as part of the licensing requirements, the City must be able to provide IDOT with a preliminary design for the proposed skate park to fulfill those obligations. Approving the agreement with New Line Skate Parks, Inc., does not commit 1 the City to the project beyond preliminary design and the fulfillment of the IDOT requirements for a below-the-bridge project. The City has the option to pursue other locations with the preliminary design in the event IDOT does not approve the City licensing request in 2023, subject to overall project funding as approved by Council at a later date.

Staff Recommendation: Approval 

Fiscal Impact: $82,450, drawdown from the General Fund 

7.2 A Resolution authorizing the Mayor and City Clerk to execute and attest to an FTTP Development Agreement with Metro Fibernet, LLC, to provide City-wide high-speed broadband service in the City of Moline. 

Explanation: On April 1, 2022, the City of Moline published a Request for Proposals for private provider(s) to deploy, operate and maintain a broadband internet network ensuring all premises in the City are served by high-speed broadband, and Metro Fibernet, LLC, submitted the lowest and most responsible and responsive bid. Metro Fibernet, LLC, is willing to invest to construct and operate a fiber network for the purposes of providing fiber services to residential and commercial customers in the City of Moline at no cost to the City. This item also appears on the Non-Consent Agenda.

14. Consent Agenda - Second Reading Ordinances  

14.1 3055-2022 An Ordinance amending Chapter 7, “ANIMALS AND FOWL,” Section 7- 1109A, “DEER HUNTING,” of the Moline Code of Ordinances by repealing said section in its entirety and enacting in lieu thereof one new Section 7-1109A dealing with the same subject matter. 

14.2 3056-2022 An Ordinance amending Chapter 14, “FOOD and FOOD HANDLERS,” of the Moline Code of Ordinances, Section 14-2203, “LICENSE FEES & PAYMENT,” by repealing Section 14-2203 in its entirety and enacting in lieu thereof one new Section 14- 2203 dealing with the same subject matter by adding amendments to reflect the new fee structure as a result of the 2022 Fee Review effective January 1, 2023. 

14.3 3057-2022 An Ordinance amending Chapter 4, “ALCOHOLIC LIQUOR,” of the Moline Code of Ordinances increasing the number of Class C licenses in the City at the request of S&S Twins Oil, Inc., d/b/a QC Mart.

16. Non-Consent Agenda - Resolutions  

16.1 1209-2022 A Resolution authorizing approval of the final change order with Five Cities Construction Company for Project #1375, 50th Street Place Reconstruction, for the amount of $9,783.60. 

Explanation: In order to make the final payment to the contractor and close out the contract, a change order is needed in the amount of $9,783.60. This change order increases the original contract value of $345,834.00 by 2.8 percent to $355,617.60. The change order reflects adjustments made to final quantities based on final field measurements and added pay items.

17. Non-Consent Agenda - First Reading Ordinances  

17.1 3058-2022 An Ordinance amending Chapter 20 “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Section 20-5109, “PARKING TIME LIMITS/RESTRICTIONS ESTABLISHED,” Appendix 14, “FIFTEEN-MINUTE  PARKING RESTRICTIONS IN NONMETERED ZONES” by including: City-owned N Lot, Northwest corner space. 

Explanation: The owner of Little Brown Box Delicatessen is requesting a designated 3 parking space to allow a car-side to-go option for their patrons. The owner is concerned that she will have a decrease in sales during the winter due to the distance from her establishment to available parking. The Traffic Committee reviewed the request on December 6, 2022, and recommends approval to add one 15-minute parking space to be placed in city-owned N-Lot, Northwest corner space. Proposed signage will read “15- Minute Parking, Take-Out Parking Only”.

17.2 3059-2022 An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Section 20-4201, “SPECIAL SPEED LIMITS WHILE PASSING SCHOOLS,” Appendix 35 thereof, “ALTERED SPEED LIMITS,” by adding 7th Avenue, from 23rd Street to 24th Street and 24th Street, from 6th to 7th Avenue. Explanation: A request to add a school zone speed limit at Quad City Christian School was brought to the Traffic Committee for consideration. The Traffic Committee reviewed the request on December 6, 2022, and recommends approval.
