City of Moline Plan Commission met Aug. 9.

Here are the minutes provided by the commission:

1. Call to Order

Vice Chair Zach Campbell called the meeting to order at 4:02 p.m.

4. Approval of Minutes from July 26, 2023

Motion made by Commissioner Sam Moyer, seconded by Commissioner Brett Carter to approve the July 26, 2023 Plan Commission minutes. Motion carried unanimously.

6. Public Hearing – Vice Chair Zach Campbell swore in all individuals speaking and giving testimony.

i. Case 2023-25-PC: A resolution approving a Variance to ALLOW A REDUCTION IN THE PARKING RATE from 1 space per 50 sq. ft. of building area for the parking classification of Sales and Service, In Vehicle, to 1 space per 150 sq. ft. of building area, on property located at 800 41st Avenue Drive/800 42nd Avenue Drive.

Mr. Seán Foley, City Planner, presented the staff report to the Plan Commission. The requested variance is needed for the purpose of providing parking for drive-thru services (McDonald’s) on a new parcel. A concurrent application includes a request for an administrative minor subdivision to create a lot from the existing parcel, which presently contains the Kohl’s department store. The proposed site is 41,964 square feet, and the proposed McDonald’s would have a footprint of 3,983 square feet. Under the current minimum required parking rate of 1:50 SF/GFA, 80 parking stalls would be required. With the requested variance to allow a rate of 1:150 SF/GFA, 27 parking stalls would be the minimum required. Staff has recommended approval under the following conditions: the applicant gets a building permit within 6 months or asks for an extension to get one; and a code amendment is pending, and if approved by City Council, the applicant would not have to provide more parking than that code amendment requires.

Mr. Casey Thompson, testifying on behalf of the applicant (KIN, Inc./McDonald’s Corp.), attended the hearing virtually. Mr. Thompson stated the McDonald’s building would be smaller than standard, and McDonald’s customer base is 80-90% drive-thru based. This is why they are requesting the reduction to 1 space per 150 sq. ft. from the 1 space per 50 sq. ft. of parking.

Motion made by Commissioner Craig Loken, seconded by Commissioner Sam Moyer to approve Case 2023-25-PC: A resolution approving a Variance to ALLOW A REDUCTION IN THE PARKING RATE from 1 space per 50 sq. ft. of building area for the parking classification of Sales and Service, In Vehicle, to 1 space per 150 sq. ft. of building area, on property located at 800 41st Avenue Drive/800 42nd Avenue Drive, along with the staff recommended conditions of approval.

ii. Case 2023-28-PC: Public Hearing to consider text amendments to the City of Moline’s Zoning and Land Development Code to add new land uses, pertaining to Food Truck Parks, Mobile Food Establishments, and Mobile Food Services, subject to newly created zoning regulations and development standards.

Mr. Foley stated Corporation Counsel prepared a memo to explain the text amendments. Mr. Dan Bolin, City Attorney, explained the following proposed text amendments to the Plan Commission: Food Truck Parks – Principal Use; Mobile Food Establishments – Principal Commercial Use, Special Use; and Mobile Food Establishments – Accessory Commercial Use, Special Use.

Attendees gave public comment regarding new land uses, pertaining to food truck parks, mobile food establishments and mobile food services.

Jasmine Lee – 4724 28th Avenue, Moline – Ms. Lee is trying to start a food truck farmer’s market off of 53rd Street in Moline. She thinks it would be great if Moline could provide a place where the food trucks and vendors could come in and park for the day, and the citizens would have a new way to eat, to hang out with their family, and to have more of a community spirit. Her food truck she currently has on 53rd Street is getting great feedback and they have started with one food truck, as that is the health department’s policy. She does not have the infrastructure yet to have more food trucks safely. She believes there should be a way for vendors and food trucks to come together and help each other.

Joshua Rothin – 4724 28th Avenue, Moline – Mr. Rothin believes one of the key points that will keep any site in the city more protected would be an addition of plumbing to the dry parking lot, as to provide a level of hygiene and cleanliness. Adding drains for food trucks to make sure they can do their washing. He would like to see water and sewer added too.

Toni Bare – 1323 6th Avenue, Rock Island – Ms. Bare is a food truck owner and likes the idea of what Ms. Lee is trying to develop for the community. She has turned down jobs due to it being located at a bar or the wrong part of town. She believes the community will enjoy bringing their families to a food truck park.

Alex Jones – City of Moline Health Inspector – Ms. Jones was called up to the podium to answer questions from the Plan Commission. Commissioner Brett Carter asked if Ms. Jones has any concerns from a health standpoint regarding the food truck park. Ms. Jones replied she does not believe so as the food trucks are already licensed and on the health side of things everything should be good. She continued that food trucks get surprise inspections about 1 to 2 times a year. The City of Moline has about 25 food trucks and the number is growing.

Motion made by Commissioner Brett Carter, seconded by Commissioner Craig Loken to recommend to City Council the text amendments to the City of Moline’s Zoning and Land Development Code to add new land uses, pertaining to Food Truck Parks, Mobile Food Establishments, and Mobile Food Services, subject to newly created zoning regulations and development standards, along with the staff recommendation of the parking area for food trucks only being on a paved surface.

i. 2023-27-PC: Proposed text amendment, to amend off-street parking and traffic circulation standards for “Sales and Service, In-Vehicle” land uses (on remand from City Council).

ii. 2023-29-PC: Parks and Recreation variance request to enlarge the maximum dynamic display area of a proposed sign with at the Riverside Park Aquatic Center (3300 5th Avenue).
