The Committee of the Whole of the Rock Island County Board met at the above date and time in the Board Chambers on the third floor of the Rock Island County Building at 1504 Third Avenue, Rock Island. Meeting Minutes as Follow:

Call to order and roll call

Vice-Chairman Vyncke called the meeting to order at 5:34 PM.

Presentation: Paragon Interiors

Linda Fickbohm Owner and President of Paragon Interiors and Katy Egger Design Strategist with Paragon Interiors presented to the Committee. There was a review of pricing structure as requested by Finance Director Berger and County Administrator Grafton for furniture purchase.

Ms. Fickbohm noted the award of federal funds, key to the pricing structure selected. She noted pricing was coming directly from the US Dept. of the Treasury under the Coronavirus Recovery Act. Those were federal funds directly into the County. The GSA Contract administered by the US General Services Administration; there were five guidelines presented, key to compliance to the federal government. These included assurance of cost, quality, and timeliness of the delivered products, the ability to perform based on past successful performance, to minimize administrative operating costs, conduct business with integrity and fairness and fulfill public policy objectives. Once the five requirements are fulfilled a GSA contract can be purchased under. The contract has fixed pricing negotiated by the GSA, does not require bidding, private streamlined ordering procedure, requires depth and breadth of offering of goods and services and is independently audited.

The pricing structure was presented and the dealer fee for Paragon with no other payments for fees or services.

She noted Hon was selected for seating, desks, storage, workstation and tables. She noted Hon had an extensive product offering and presented typicals. Hon was selected and was a local partner with quality product and reasonable price points. Long term manufacturing with lifetime warranty and were noted as a strong partner for Paragon.

The project overview was introduced and Project goals were presented as ergonomics, aesthetics, collaborating and efficiency with 70 private offices 57 open workstations and 24 conference training, breakrooms. Sit to stand workstations were also incorporated.

Ms. Woods asked what the workstations were made of. Ms. Fickbohm noted metal and laminate in the materials.

Condition of Funds Report

Ms. Palmer presented her Condition of Funds Report that was received by the members via email and noted two sets of figures for old fiscal year 23 and new fiscal year 24 for condition of funds and budget by organization reports. She noted being able to backdate revenues and expenditures for FY23 up to 60 days until January 21st, 2024. She stated one month being into FY24 with a three-paycheck month in December, one being FY23.

Committee member opportunity for brief comment

Mr. Westpfahl stated and mentioned that the Sheriff’s office

Chairman Moreno acknowledged the passing of County Board Member Dave Adam’s father, Daniel Adams.

Mr. Swanson asked about the process of the Paragon Presentation and involvement of Bi-State Regional Commission. He asked if Bi-State reimburses us and what the next step in the process was. Mr. Grafton stated that Bi-State was purchasing their own furniture and the purchase had been approved. The order had been submitted and no open bidding was required.

Chairman Brunk clarified that Mr. Berger discovered in using federal funds dollars under GSA pricing, an RFP was anticipated, but due to federal funding was not needed.
