a. Place Making/Art Projects
1) The Q Parkway - Northeast Corner of 12th Street and 4th Avenue – New Opportunity
▪ Project 1 in PAC Placemaking Plan
▪ Northeast corner of 12th Street and 4th Avenue
▪ MetroLINK interest to support with matching funds. Update on meeting with Jeff Nelson, CEO of MetroLINK and Kevin Maynard of QC Arts. (Commissioner VanHecke & Chair Dismer to report.)
2) Moline Centre Alleyways – Project Potential (Commissioner Marske)
▪ Presentation PowerPoint distributed
▪ Alley behind former Watermark Corners and River House preferred by PAC Commissioners
3) Welcome to Moline Mural – Project Potential
▪ Continue discussion of location and other details
▪ Commissioner Hartley to update on Kone contact about River Drive & 18th Street building.
4) Bloomberg Asphalt Art Initiative 2024 (Commissioner Hartley)
▪ Partnership with Quad City Arts for grant submittal for 2024
5) Bass Street Toilet Building mural or other art on blank walls of new facility
▪ Partnering with Moline Parks & Recreation Department for an interactive mural on the new Toilet Building. Deadline for completion of construction is May 2024 (Commissioner VanHecke update)
▪ City Council second reading for building construction approval.
▪ Quad City Arts developing RFQ

6) Public Sculpture Program.
▪ 6 sculptures along 5th Avenue for 2024
▪ Quad City Arts has posted a national call for entry to attract sculptors: www.quadcityarts.com/public-sculpture.html
▪ PAC to review and select desired sculptures March 11th – 19th. Meeting to gather all participants 9:00 AM March 22nd at Quad City Arts

7) Floreciente Neighborhood Mural potential at proposed Veterans Memorial

b. Upcoming City Projects – 2% PAC Funds
1) Moline Riverfront Master Plan with consultants MKSK, update from City staff

c. Art Maintenance Program Application
1) PAC determine number of days to set for an art maintenance project to be completed.
