Chair Blake Humphrey was absent. Vice Chair Andy Allen called the meeting to order at 6:05pm and read roll call. 6 members were present, 3 members were absent.
Public Comment
There was no one present to make any public comments. The meeting continued.
Approval of the Agenda
Adjustments were made to the agenda, removing Item A, Self-Rental Inspection Presentation, and limiting item B, Review and Discuss Contractor Registration Ordinance Outline, to Electrical and Mechanical Contractors. Vice Chair Allen recommended the motion to approve the agenda with the adjustment. Bill Hass made the motion to approve the agenda with adjustments, Eric DeCook seconded the motion. The motion carried unanimously on a vote 6 to 0.
Approval of the Previous Meeting Minutes
Vice Chair Allen moved to approve the minutes for February 21 meeting. Tamra Holmes approved the motion. Greg Gowey seconded the motion. The motion carried unanimously on a vote 6 to 0.
Old Business
B. Review and discuss contractor registration ordinance outline regarding Electrical and Mechanical Contractors.
Discussion took place regarding the registration of residential and commercial contractors for both trades. It is suggested that each contractor registering, outside of plumbing, shall
register as either residential or commercial. Residential contractors would have a lower bond and insurance requirement than commercial contractors. Contractor registration fees would differentiate among the two classifications as well.
Credentials showing the trade knowledge should be provided by Electrical and Mechanical contractors. Suggestions were made regarding what credentials should be provided by contractors. Mechanical contractors would provide an ICC Certification, State of Iowa license, EPA license, or passing scores from an approved Prometric exam. Electrical contractors would need to provide an ICC Certification, State of Iowa license, or passing test scores from an approved Prometric exam.
Having a tiered enforcement system regarding suspension and revocation of registrations was discussed. In order for a suspension to be placed on a contractor, the matter of the action(s) should be considered. A determination shall be made based on if the action(s) made were intentional or due to neglect. Suspensions would sit in 6-month, 1-year, and 2-year time frames. Contractors may continue work during this time, but shall not receive any further violations during this time. Revocations will be issued by the Inspection Commission. Revocations will occur regarding the serious of a violation and whether or not it is a repeated behavior. Revocations will begin at 1 year, and will double for every other revocation received. I.e., first revocation is 1 year, second revocation is 2 years, third revocation is 4 years, fourth revocation is 8 years, etc. Once revocation time frame has been met, the contractor must meet all requirements that are requested by the Inspection Commission before approval of registration.
