City of Moline Special Events Committee met Aug. 28.

Agenda Items

1. Approval of May 22, 2024 Meeting Minutes

Motion to approve by Soliz, seconded by Jewell. Motion carried unanimously.

2. Consideration of a Special Event Application for the Moline High School to utilize 36th Street from the Moline High School, West on the Avenue of the Cities and ending at 27th Street for the Annual Moline High School Homecoming Parade. The event is to be held Friday, September 20, 2024 from 1:15 p.m. to 3:00 p.m. (this includes set-up and clean-up time). Supporting information and special consideration requests are detailed in the Special Event Application.

Discussion. Soliz shared there will be a minor amendment to the map to alleviate congestion at 27th Street. City staff will be participating in the event. Motion to approve by Soliz, seconded by Dykhuizen. Motion carried unanimously.

3. Consideration of a Special Event Application for Renew Moline to utilize the Historic Block Plaza for a Chillin’ in the Courtyard event. The event is to be held Saturday, October 12, 2024 from 8:00 a.m. to 5:00 p.m. (this includes set-up and clean-up time). Supporting information and special consideration requests are detailed in the Special Event application.

Motion to approve by Dykhuizen, seconded by Soliz. Motion carried unanimously.

4. Consideration of a Special Event application from Mercado on 5th for the Dia de los Muertos Parade scheduled for Saturday, November 2, 2024. This event requires temporary closure of River Drive from 12th Street to 19th Street between the hours of 1:00 p.m. and 4:00 p.m. (including set-up and clean-up time). Supporting information and special consideration requests are detailed in the Special Event Application.

Discussion. City staff will be participating in the event. Motion to approve by Jewell, seconded by Soliz. Motion carried unanimously.

5. Consideration of a Special Event application from Mercado on 5th for the Dia de los Muertos Parade After-Party scheduled for Saturday, November 2, 2024. This event requires temporary closure of 5th Avenue from 11th Street and 12th Street between the hours of 9:00 a.m. and 6:00 p.m. (including set-up and clean-up time). Supporting information and special consideration requests are detailed in the Special Event Application.

Discussion. City will be deploying City-owned barriers for lane closure protection. Motion to approve by Soliz, seconded by Dykhuizen. Motion carried unanimously.

6. Consideration of a Special Event application from Renew Moline for the Holiday Hop event scheduled for Friday, November 8, 2024 and Saturday, November 9, 2024. This event does not require closure of any right of way however the trolley route may require signage and the Historic Block Courtyard will be used for ice sculpting. The event takes place Friday, November 8 at 7:00 a.m. through Saturday, November 9, 2024 at 8:00 p.m. (including set-up and clean-up time). Supporting information and special consideration requests are detailed in the Special Event Application.

Discussion. Event will have inflatables in courtyard, Snap Wagon at Pour Bros. and trolley. Motion to approve by Soliz, seconded by Jewell. Motion carried unanimously.

7. Consideration of a Special Event application from Visit Quad Cities for the 2025 Great Race scheduled for Sunday, June 22, 2025. This event requires temporary closure of River Drive from 12th Street to 15th Street between the hours of 12:00 p.m. and 9:00 p.m. (including set-up and clean-up time). Supporting information and special consideration requests are detailed in the Special Event Application.

Discussion. Budget information not provided with funding request. Motion to approve by Soliz, seconded by Jewell. Motion carried unanimously.

8. Consideration of a Special Event application from The Project of the Quad Cities for the 2025 Pride 5K and 1 Mile Fun Run event scheduled for Saturday, June 28, 2025. This event requires the temporary partial closure of River Drive from 1st Street to 19th Street, along with the use of the Great River Trail between the hours of 7:00 a.m. and 10:00 a.m. (including set-up and clean-up time). Supporting information and special consideration requests are detailed in the Special Event Application.

Discussion. Motion to approve by Soliz, seconded by Jewell. Motion carried unanimously. Other Business

1. There was not a quorum for the July meeting.

2. Discussed upcoming fall events.

3. McManus shared updated 2024 Special Event Summary.
