City of Geneseo Plan Commission met Oct. 14.

Here are the minutes provided by the commission:

The Plan/Zoning Board of the City of Geneseo was called to order on Monday, October 14, 2024, at 6:00 PM, in the Council Chambers, with the following members present:

PLAN COMMISSION PRESENT: Plan/Zoning Board Member Julia McAvoy, Plan/Zoning Board Member Alberto Rosales, Plan/Zoning Board Member Gary Bell, Plan/Zoning Board Member Jeff Cowan, Plan/Zoning Board Vice Chair Steve Catton, Plan/Zoning Board Member Derek Bolme, Troy Christopherson, and Scott Schulte

PLAN COMMISSION ABSENT: Plan/Zoning Board Member Joe Bedford

STAFF PRESENT: Building Inspector Rick Mills, City Administrator Brandon Maeglin, and City Clerk Paige Seibel 1 Pledge of Allegiance 

PUBLIC PRESENT: 

2 Roll Call 

Meeting began at 6:00 pm

3 Public Comment 

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the board at this time.

City Administrator Maeglin notated that today is a State Holiday no final action votes can be taken at this meeting. He notated there will be a meeting for final action in November.

4 Approval of Previous Minutes 

4.1. Approval of previous Plan Committee Minutes 

Bolme advised the minutes from 09/23/24 need to reflect him being absent from the last meeting.

Julia McAvoy moved, seconded by Derek Bolme, Motion to approve the 09/23/24 Minutes as presented with correction of Bolme being present at last meeting being reflected.

5 Public Hearing 

5.1. Open the Public Hearing - R1 Setback Variance Application at 440 N Chicago St. 

City Inspector Mills addressed the Board regarding an error made in 2021 concerning the approval of the permit for the construction of the Shepherd's deck. Currently, the deck does not comply with the building setback requirements outlined in the zoning code. The proposal is to allow a 3-foot setback on the side yard, which would permit the existing deck to remain.

Local property owner TJ Thompson expressed his opposition to the City allowing the deck to remain in its current position, stating that it affects his ability to sell his property. He emphasized that the situation resulted from the City's oversight and that the City must take responsibility to rectify it.

Following this, a Q&A and discussion ensued.

Troy Christopherson moved, seconded by Gary Bell, Motion to open public hearing for public input into the request from Jeff Shephard for a side yard setback variance to maintain a previously constructed deck, 3' from the property line, allowing the previously constructed deck to remain in place. 

RESULT: Carried

7 Public Hearing 

7.1. Open the Public Hearing - Zoning Classification Change at 735 & 737 Dilenbeck Drive 

Kellie White represented her mother in the discussion. Her mother wishes to divide the existing parcel to sell 735 Dilenbeck Drive as a condominium. To facilitate this sale, a zoning change from R2 to R3 CUD is necessary.

Following this, a Q&A session occurred between the Board and City staff.

Troy Christopherson moved, seconded by Derek Bolme, Motion to open the public hearing.

Derek Bolme moved, seconded by Steve Catton, Motion to recommend to City Council the approval of rezoning 735 & 737 Dilenbeck Drive from R-2 to R-3 CUD and to accept the re-plated condominium parcel drawings via ordinance.

8.3. Application for a Certificate of Appropriateness in the Historical District - 126, 124, 122, & 120 E. 1st Street 

A motion was made during the last meeting, to table the discussion until Kidd from Local Motive could attend to answer questions. He mentioned that there would be a cohesive design throughout the project, featuring a black exterior with white trim and gold accents to complement the logo. Additionally, there are plans to add a patio at the back, incorporating a fence design similar to that of GBC.

Following this, a Q&A session led to further discussion.

Julia McAvoy moved, seconded by Gary Bell, Motion to recommend to City Council approval of a Certificate of Appropriateness in the Historical District for facade changes to 126, 124, 122, & 120 E. 1st Street.
