East Moline SD 37 elementary schools score below average in Rock Island County despite highest per student spending

The 2015 standardized test scores for East Moline SD 37 elementary schools were below average despite the school district spending more money per student than any elementary school in Rock Island County, according to a report recently released by the Illinois State Board of Education (ISBE).

East Moline SD 37 operates four of the 23 elementary schools in Rock Island County. The rest fall under two other school districts.

On average, 13 percent of elementary students attending schools in East Moline SD 37 passed the Partnership for Assessment of Readiness for College and Careers (PARCC) exam in 2015, well below the county’s 20 percent passage rate average. The school district spent $11,076 per student -- the highest amount spent per student in Rock Island County. The average spent per student in the county was $10,147.

Of the schools operated by East Moline SD 37, Bowlesburg Elementary School posted the school district's highest passage rate of 18 percent, followed closely by Ridgewood Elementary School with a 16 percent passage rate. Wells Elementary School reported a 12 percent passage rate, and just 7 percent of students at Hillcrest Elementary School met PARCC expectations.

Rock Island SD 41, which operates eight elementary schools in Rock Island County, spent the second highest in the district at $10,085 per student and had a 15 percent PARCC passage rate. Eugene Field Elementary School came in at the top in the school district, reporting a 24 percent passage rate. Denkeman Elementary School came in second at 21 percent, followed closely by Thomas Jefferson Elementary School at 20 percent.

Rock Island Center for Math and Science (RICMS) posted a 17 percent passage rate, and 14 percent of Earl Hanson Elementary School students passed the PARCC exam. Francis Willard Elementary School and Rock Island Academy both reported a passage rate of 7 percent.

Despite spending the least amount per student in Rock Island County, Moline-Coal Valley CUSD 40 had the highest average PARCC passage rate in the county at 25 percent. The school district spent $9,854 per student.

Of the 11 elementary schools in Moline-Coal Valley CUSD 40, seven schools met or exceeded the county’s average PARCC passage rate. Jane Addams Elementary School reported the highest passage rate in the school district  and county at 45 percent. Bicentennial Elementary School and Butterworth Elementary School tied for second highest in the school district and county at 37 percent. Garfield Elementary School came in third reporting a 33 percent passage rate. Benjamin Franklin Elementary School reported a 30 percent passage rate; George Washington Elementary School, 28 percent; and Roosevelt Elementary School rounded out Moline-Coal Valley CUSD 40’s elementary schools that met or exceeded the county average passage rate at 20 percent.

Falling below the county average were Logan Elementary School, 17 percent; Willard Elementary School, 13 percent; Lincoln-Irving Elementary School, 11 percent; and Ericsson Elementary School, 3 percent.

Middle Schools

Despite spending the most on per student spending, East Moline SD 37’s Glenview Middle School reported the lowest PARCC passage rate in Rock Island at 14 percent, below the county’s middle school average passage rate of 18 percent.

Rock Island SD 41’s Washington Jr. High School posted the second lowest passage rate at 15 percent.

Moline-Coal Valley CUSD 40’s John Deere Middle School and Woodrow Wilson Middle School reported the top two passage rates in the district at 17 percent and 25 percent, respectively, despite having the lowest per student spending of middle schools in Rock Island County.

Rock Island High Schools

United Township's HSD 30’s United Township High School reported the highest passage rate in Rock Island County at 24 percent; followed by Moline-Coal Valley CUSD 40’s Moline High School at 20 percent; and Rock Island SD 41’s Rock Island High School, 16 percent.

The average high school passage rate in Rock Island County was 20 percent.

The PARCC test is a standardized exam used in several states to evaluate schools and student performance. Illinois began using PARCC tests to assess its students in 2015.
