Moline Committee of the Whole pays for pavillion repairs

The city of Moline Committee of the Whole met Sept. 27 to pay for Prospect Park Pavilion repairs.

Here are the meeting's minutes, as provided by the committee:

Mayor Raes called the meeting to order at 6:30 p.m. in Council Chambers.

Oath of Office

• Oath of office for regular commissioned appointment as Police Officers to Michael Patterson and John Urban effective September 23, 2016 (hire date March 23, 2015) and Eric Schultz effective September 21, 2016.

• Oath of office for permanent appointment of Firefighter/Paramedics Kevin Sorby and Austin Rands effective August 31, 2016. Presentation Mayor Raes gave recognition of Outstanding Residents to Dexter Johnson & Terry Christopher

1. A Resolution approving a request from the Civic Center Authority for payment of capital improvements in the amount of $40,000 from Capital Improvement Project Reserve Account (CIPRA) as established per the Intergovernmental Agreement between the Civic Center Authority and the City of Moline. Kathy Carr, Finance Director, stated that a 3% amusement tax was implemented by the City of Moline in April 1994 per the Civic Center Intergovernmental Agreement. The funds are earmarked for the future capital improvements and equipment replacement for the iWireless Center. The iWireless Center is requesting $40,000 to replace the Concessions walk-in cooler used for draft beer sales and beverage staging. This is an original cooler from 1993 and replacing will reduce maintenance/operating costs. A motion was made by Alderman Zelnio to approve. Seconded by Alderman Parker. Motion passed unanimously.

2. A Resolution authorizing the City Council to approve the release of funds in the amount of $53,000 to the Park and Recreation Board for repairs to Prospect Park Pavilion. Lori Wilson, Parks Recreation Director, indicated that the Parks Recreation Director solicited proposals for repairs to Prospect Park Pavilion that had been identified by reports from Shive-Hattery and Missman Inc. Staff will be recommending the completion of the following options to the Park and Recreation Board: No. 2, straighten the upper portion of the wood structure; No. 3, removal and replacement of approximately a 2’ section of the deteriorating timber column bases; and No. 4, patching concrete walls along cracks and repair concrete piers at the deteriorated timber columns. Total project cost is expected to be $96,365.00, plus architect/engineering design services. The 2016 budget has $53,000 budgeted in the Tourism Fund for Parks and Recreation repairs and projects. The funds of $53,000 will be in addition to the $50,000 that has already been budgeted in the Park fund for a total of $103,000 available to address the problem with the pavilion. Staff recommends release of said funds to the Park and Recreation Board so recommended repairs can be completed. A motion was made by Alderman Turner to approve. Seconded by Alderman Waldron. Alderman Zelnio made a motion to table this and form a committee to investigate options. Seconded by Alderman Parker. Motion to table passed with Aldermen Turner, Waldron and Acri voting nay.

Public Comment Don Welvaert, Park Board President, asked if there was a time certain that this item would come back to the Council. Maureen Riggs, City Attorney, indicated that the item would be taken off the table and there was no specific time for it to be brought back.

The meeting adjourned at 6:49 p.m.
