The Moline City Council met Jan. 24 to approve a business district plan.

MOLINE CITY COUNCIL MEETING

Tuesday, January 24, 2017

Council Meeting: The City Council meeting came to order at 6:42 p.m. The Council met in regular session in

the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: Alderman Zelnio gave an Invocation.

Roll Call: Roll call was taken with Mayor Raes, Aldermen Rodriguez, Parker, Wendt, Zelnio, Turner,

Schoonmaker, Waldron and Acri present. Absent: None.

Items on Consent:

Approval of Minutes

Committee-of-the-Whole and Council meeting minutes of January 17, 2017.

Second Reading Ordinances

1. Council Bill/Special Ordinance 4002-2017

A Special Ordinance authorizing the Mayor and City Clerk to execute a Lease Agreement between the

City of Moline and WQAD, LLC for a term of January 1, 2017 through December 31, 2026, to allow

WQAD, LLC to lease a set number of parking lot spaces in the Prospect Park 31st Avenue parking lot,

Moline.

2. Council Bill/Special Ordinance 4003-2017

An Ordinance proposing the approval of a Business District Plan for the proposed Avenue of the

Cities/27th Street Business District within the City of Moline, Illinois; and designating the Business

District.

Resolutions

3. Council Bill/Resolution 1011-2017

A Resolution authorizing the Mayor and City Clerk to approve of payment to Needham Excavating for

emergency storm sewer repairs at the Multi Modal Station in the amount of $87,530.08.

4. Council Bill/Resolution 1012-2017

A Resolution authorizing City staff to continue development of a regional wholesale water rate and

discuss sale of wholesale water with neighboring jurisdictions.

5. Council Bill/Resolution 1013-2017

A Resolution authorizing City staff to solicit bidders for Rock Island Arsenal wholesale water

partnership.

Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus

vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker,

Wendt, Zelnio, Turner, Schoonmaker, Waldron and Acri; nays: none.

Items Not on Consent:

First Reading Ordinances

6. Council Bill/Special Ordinance 4005-2017

A Special Ordinance authorizing the Mayor and City Clerk to execute a Consent Agreement between the

City of Moline and GTP Acquisition Partners II, LLC to permit a modification of equipment for AT&T

Mobility for City-owned property located at 4213 16th Avenue.

Council, Staff and Citizen Comments:

Alderman Wendt mentioned that he had the opportunity to do a presentation at Seton Middle School and

introduced one of his students, Sam Hartley, and his mother.

Executive Session:

Alderman Parker, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of

Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees-5

ILCS 120/2(C)(1), Collective Negotiating Matters-5 ILCS 120/2(C)(2), and Property Acquisition-5 ILCS

120/2(C)(5). Motion carried on roll call with the following vote: Ayes: Aldermen Rodriguez, Parker, Wendt,

Zelnio, Turner, Schoonmaker, Waldron and Acri; nays: none.

City Council convened in Executive Session at 6:48 p.m.

Council reconvened in open session at 8:15 p.m.

Alderman Zelnio, seconded by Alderman Wendt, made a motion to appoint J.D. Schulte, Public Works

Director, as Interim City Administrator, until such time as a City Administrator is named. Motion carried

unanimously.

On motion of Alderman Parker, seconded by Alderman Wendt, Council adjourned at 8:15 p.m.

The next regularly scheduled City Council meeting is on February 7, 2017.
