City of Colona Public Works Committee met September 7.

Here is the minutes provided by the Committee:

Committee Chairman - Larry Swemline Tom Jones Tom Feliksiak

Public Comments -

1. Jerry Price - to discuss cabin rentals, they had mice - spiders - and they had to buy their own pillows and blankets he claims, would like a refund.

He did not show up, Committee said you camp in Woods you have to expect those things.

2. Dave Kempton owner of Colona Mobile Home Park - to discuss back sewer bills not billed to him & to be billed from water meter only.

We discussed his owed bill and after Kathleen explained the usage we decided to recommend that he pays $12,048.63 over the next 12-18 months and that we will start billing him water & sewer from his water meter, but if the park inundates the sewer system we would bill him for the additional use of sewer based on the sewer meter.

3. Discuss 4 accounts not billed for water usage.

We discussed the 4 accounts that owed us money from water bills not billed to them and we will allow them 12-18 months for repayment, Kathleen will notify the residents.

4. Discuss account billed for water/sewer before meters installed.

We discussed the property at 321 Misty Lin. that was billed for non use to be repaid.

5. Bollinger's pond - I called township and they don't have any funds, called DNR they said we can relieve our flood waters and keep our drainage flowing, so I had Ballegeer come in and dredge it out.

It was discussed that Rick called township & DNR about the ponds with no assistance so We took care of it.

6. County Highway Dept. Supposed to be in on the 25" to repave some streets.

7. Water Dept. - EPA came in and done their evaluation on all of our wells, we had a couple of summary of deficiencies noted. Sealing up the openings between the chlorine room and remainder of the plant, and chaining down the empty chlorine tanks. Also reminders of inspections that should be done every 5 years to all of our storage tanks inside and out.

It was discussed that the water dept had taken care of most of these items and we will be finishing up the list shortly.

8. Discuss employees taken out of budget this year and how it made an effect on our work schedule. We really need to look at refilling any position in the city with the budget problems we have not just public works

Discussed the public works staff & agreed that those positions should be put back into the budget next year.

9. MidAmerican contracted Asplundh to take down the trees along 84 if we cleaned them up, So We are.

It was discussed.

10. We have some sidewalks and streets to repair in Stonebridge; I have called Todd's Mud jacking to see if they can raise a section of street before we take it Out.

It was discussed and the pricing seemed a little high so public works will take care of problems.

11. Have a request to take down several dead trees that are on city right away, I told the residents that we would put them on the list.

12. We made contact with several engineers to evaluate our sludge press and to see if they can come up with a plan.

We discussed getting some quotes to help with the upgrade to help offset cost of the treatment plant.

Scott Family Park.

1. Discuss some issues during Labor Day Weekend.

Discussed complaint about rangers.

2. Park camping prices for next season-adjusting?

Agreed to increase seasonal camping rates from $1700 to $1750 next season.

3. Rentals - clubhouse-pavilion - Activity Center, cost?

Agreed to increase clubhouse rental from $700 to $750 up to 160 seats, require a $50.00 deposit for the activity center, agreed to charge an extra 10.00 per table or 1.00 per chair for large rentals. Also agreed to allow pets in farmhouse with an addition 200.00 deposit.

4. Carpet pads at the activity center were installed and it looks great!

5. Discuss adding 20 more camping spots, plans - cost-payback.

Discussed adding more camping sites, Rick is getting pricing to do that.

6. Discuss making the manager position at Scott Park salary?

This will be discussed over the winter during budgets.

7. Agreed to allow the girl scouts to use the activity center with scheduling.

8. Agreed to have campground rules changed with the removal and additions of items, such as no camp ground host - no kennels - pet play pens only can be 10 x 10 area up to 24-36" tall-no fences - 24' goose skirting allowed.
