Moline launches holiday meal voucher program for income-qualified families

The City of Moline has announced the return of its Holiday Meal Voucher Program in partnership with Hy-Vee (Avenue of the Cities). The initiative is aimed at supporting income-qualified households in Moline during the holiday season.

Vouchers will be distributed on Saturday, November 15, 2025, from 8 a.m. to 11 a.m. at Moline City Hall, located at 619 16th Street, Moline, Illinois. The program operates on a first-come, first-served basis following an application review process. Supplies are limited and assistance will be available only while vouchers last.

Approved households will receive eight Hy-Vee vouchers valued at $27.50 each, totaling $220 for food purchases. The vouchers can be used exclusively for food items and cannot be redeemed for gas, alcohol, tobacco products, prescriptions, or money orders. No cash back will be provided.

Applicants are required to bring documentation including a valid government-issued ID with their current address, proof of address dated within the last 60 days that matches the ID, and verification of income eligibility. Acceptable forms of income verification include SNAP/EBT cards, Temporary Assistance for Needy Families (TANF) documentation, free or reduced lunch letters, Department of Human Services (DHS) or Medicaid cards, or recent paystubs or benefit letters covering all household members aged 18 and over.

To qualify for the program in Rock Island County under the 2025 HUD Income Guidelines, household incomes must not exceed specific limits based on household size. For example, a single-person household must have an income below $50,150 while an eight-person household’s limit is set at $94,550.
