Cordova District Library Board of Trustees met November 9.

Here is the minutes provided by the Board:

The meeting was called to order at 6:30 pm by Debra Deines, Vice President. Some board members may be attending electronically.

Trustees in attendance: Mark Barnes, Debra Deines, Karen Lonergan, Audrey Roman, and Regina Skipper. Absent: Debra Hart and Merredith Peterson.

Sue Hebel/Library Director and Cheryl Lennox/Head Librarian were in attendance.

No public present.

The minutes from the October meeting were presented. Karen Lonergan made a motion to accept the minutes as read and was seconded by Regina Skipper. Motion carried.

The minutes from the October Closed Session were presented. Audrey Roman made a motion to accept the minutes as read and was seconded by Mark Barnes. Motion carried.

Secretary’s Report: Sue Hebel read a note from Deb Hart thanking the Library Board for the flowers in memory of her father.

President’s Report: No report

Treasurer’s Report: Karen Lonergan presented the financials for the month. Karen Lonergan made a motion to accept the Treasurer’s report and pay the bills. Regina Skipper seconded. Motion carried.

Be It Further Resolved that the payments made by the District, under the signatures of the President, Treasurer, or Director, as detailed in the Financial Report presented and approved as necessary to meet the obligations of the District in timely manner.

Director’s Report: Sue Hebel reported:

• An updated contact list of Library Trustees was distributed.

• Sue will be on vacation December 4-8th.

• The Per Capita Grant came out this week. It will be due January 15, 2018. The Disaster Plan is to be worked on and updated.

• The Delegates Assembly was attended with Karen Lonergan on October 25th. Delegates Assembly meets quarterly each year.

• The first session of Director’s Boot Camp was attended by Merredith Peterson, Mark Barnes, Karen Lonergan and Sue Hebel. Two more sessions are scheduled for November 13th and 20th from 1:30 – 3:00.

Librarian’s Report: Cheryl Lennox reported:

• Cheryl’s last day of work will be December 20, 2017

• The November/December newsletter was sent.

• Christmas decorations are up. Thank you Library Friends for helping.

• Two parties are on the calendar for December: The children’s party is planned for December 21st at 5:00. A Grinch themed party is planned by employees, Jade Crisp and Rachel Ellicott. The annual Christmas Open House is planned for December 14th from 1:00-6:00. Music will be provided by the Davenport Chordbusters and Riverdale students. It was decided that the Cordova Library Board Trustees will plan the food.

Reports:

Finance:

The Budget and Appropriations Ordinance #2017-04 was discussed. Per Library Law, the library is required to tax at.15 of accessed evaluation of the library district. Motion was made by Karen Lonergan, seconded by Audrey Roman that the Budget and Appropriations Ordinance be accepted as presented. Motion passed.

Be It Resolved That the Cordova District Library accepts Ordinance #2017-04 for the Combined Annual Budget and Appropriation for the Fiscal Year commencing July 1, 2018 and closing June 30, 2019 (Levy Year 2017-2018)

Special Reserve Plan: The plan had already been changed from 1 million to 5 million.

Financial Strategic Plan: No report

Personnel:

A motion to go into closed session was made by Audrey Roman and seconded by Regina Skipper. Motion passed.

Closed session began at 7:00 pm, with Karen Lonergan leaving the meeting.

Closed Session 2(c) (1) The appointment, employment compensation, discipline, and performance or dismissal of specific employees of the public body or legal counsel, including hearing testimony on a complaint lodged against an employee or against legal counsel to determine its validity.

A motion to return to regular session was made by Regina Skipper. Motion seconded by Mark Barnes. Motion carried. Regular session resumed at 7:40 pm, with Karen Lonergan rejoining.

Audrey Roman made a motion to approve Christmas Bonuses as amended, seconded by Regina Skipper. Motion passed with a roll call vote:

A motion to approve the Paid Time Off policy as amended was made by Audrey Roman and seconded by Mark Barnes. Motion passed. Roll call vote:

A motion to continue paying Sue Hebel and Cheryl Lennox for accumulated time off was made by Mark Barnes and seconded by Regina Skipper. Motion passed.

Audrey Roman made a motion to set salaries as discussed. Seconded by Mark Barnes. Motion carried. Roll call vote:

The motion to approve hiring of Karen Lonergan as the new Cordova Library Director was made by Audrey Roman and seconded by Regina Skipper. Beginning salary of $40,000 per year and a 90 day review. Motion carried.

Buildings & Grounds: Sue Hebel reported:

• The sidewalk project bid is $5968.00. The Village will pay $3000.00 towards this project. Freelance Landscaping is scheduled to begin work on November 10, 2017. The shrub removal bid is $1884.00.

• The building was cleaned by American Window Cleaning.

• The trees on the green space have been removed. The bill will be paid when the area is cleaned up as per the bid.

Building & Ground Strategic Plan: No report

Technology: Sue Hebel reported:

• “Your Desk Away From Home” has been created for patron use. A document scanner and bed scanner are available in a more personal work space with computer and supplies.

• The treadmill is being used by adults and children.

New Business:

• Sue Hebel distributed tax rate tables from 2006 and 2017 for River Valley Library Tax Parcels bordering Cordova.

• A motion to accept the updated Treasurers Resolution was made by Mark Barnes and seconded by Regina Skipper. Motion carried.

The next meeting will be on Tuesday, December 12, 2017 at 6:00 pm.

A motion was made by Regina Skipper and seconded by Mark Barnes to adjourn the meeting. Motion carried. The meeting was adjourned at 8:07 pm.
