City of Silvis Economic Development met March 21.

Here is the agenda provided by the Development:

Chairwoman Hall called the meeting to order at 6:00 pm and noted a quorum was present for two agenda items.

The 7th Amendment to TIF Ordinance 2018-19 was presented to committee. The purpose of the ordinance is to remove a parcel from TIF district number 4; this is the personal residence for newly appointed Alderman Joshua Dyer. Committee was agreeable to remove the parcel (H8674 commonly known as 1013 28th Avenue) from TIF #4 and the ordinance would be placed on the 3-21-18 COW agenda.

The next topic of discussion for discussion is a development agreement with property owner Randy Swanson. The property is located at 505 First Avenue (north) consisting of an empty lot and a commercial building located off the north alley. The owner has entered into a lease with an auto repair business to occupy the commercial building. The agreement provides city involvement to provide water and sewer service to the building at a cost not to exceed $10,000. In return, the owner agrees to maintain a business in the building for five years. The development agreement would use a promissory forgivable loan. The agreement also allows the end user to participate in the façade program effective May 2018. Alderman York asked about eligibility of the façade if the business is not actually on First Avenue. Jim noted that all façade applications have to go through façade committee. Alderman Rockwell noted that the business is actually on First Avenue North. Committee was in favor to move forward with the proposed agreement and the item would be placed on the March 21", 2018 COW agenda.

There were no other agenda items and the meeting was adjourned at 6:09 pm.
