9. Council Bill/Resolution 1077-2018
A Resolution authorizing the Chief of Police to accept and execute an Axon Enterprise Inc. Quote and
Master Services and Purchasing Agreement setting forth the cost and terms for the purchase, delivery, use and support of the Axon in-car and body worn camera system for the police department for a five year period from date of execution.

A Resolution authorizing the Mayor and City Clerk to execute a Donation Agreement between Wells
Fargo Bank, N.A. and the City of Moline for property at 436 – 438 48th Street, Moline; and authorizing the Mayor, City Clerk, and City staff to do any and all things necessary to accept said property pursuant to the Donation Agreement. 12. Council Bill/Resolution 1079-2018
A Resolution interpreting Council Bill/General Ordinance No. 3043-2017 to consider a State video gaming license application to be pending if an applicant obtained a registration number from the Illinois Gaming Board prior to adoption of the ordinance.

A Resolution repealing Resolution No. 1067-2018, approved May 22, 2018, in its entirety; and authorizing the Mayor and City Clerk to apply for a State Highway Permit from the Illinois Department of Transportation and to execute the necessary forms in conjunction with the Micro Brew Mile & 6K Road Race, sponsored by Children’s Therapy Center of the Quad Cities, scheduled for Saturday, June 16, 2018.

First Reading Ordinances
15. Council Bill/Resolution 3023-2018
An Ordinance amending Chapter 2, “Administration,” of the Moline Code of Ordinances, by repealing Section 2-2225, “Reconsideration Of Motions,” in its entirety and enacting in lieu thereof one new Section 2-2225 dealing with the same subject matter.
Motion for Consideration: Alderman Parker, seconded by Alderman Wendt, moved to consider Council Bill 3023-2018. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Turner, Schoonmaker, Waldron and Berg; nays: Alderman Potter.

Alderman Potter stated that approval of this resolution sets a terrible precedent. There was a remedy in place for reconsideration: going back through the process. Alderman Wendt expressed that the objective is to see that the will of the Council is heard as they represent the residents. Approved: Alderman Parker, seconded by Alderman Berg, moved to approve Council Bill 4018-2018.
Alderman Schoonmaker moved to amend the motion to a four-week range, with consideration of additional dates at that time. Seconded by Alderman Waldron. Council noted that the events are on bi-weekly Sundays, not on consecutive Sundays. Staff will make that change. Alderman Waldron expressed that a bi-weekly flea market may not be a good idea since the City does not allow its residents to have that many yard sales per year. Council requests a brief presentation by Maria Ontiveros at the June 26, 2018 Committee-of-the-Whole meeting. Motion to amend carried on roll call, with the following vote: ayes: Aldermen Rodriguez, Turner, Schoonmaker, Waldron and Berg; nays: Aldermen Parker, Wendt, and Potter. Council, Staff and Citizen Comments:
Alderman Parker encouraged participation in the Bluffs Neighborhood Picnic hosted by Kwqc on Friday,
Alderman Parker, seconded by Alderman Berg, moved to direct staff to provide Council with information, including expert opinions, on the possible repeal of the bee ban. Motion passed on roll call, with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.
Alderman Potter, on behalf of the Historic Preservation Society, thanked staff for all of the work that has been done and acknowledged the five awards just received by the City.
Alderman Berg thanked Library Director Bryon Lear for making the I-74 Bridge Virtual Experience available.
Alderman Schoonmaker shared his enjoyment of Sylvan Park and the recent tour of the historic 5th Avenue Building.
Alderman Schoonmaker requested that staff report to Council on the maintenance and use stipulations in the sale of the former downtown public library. Planning and Development Director Ray Forsythe indicated that staff hopes to obtain historic tax credits for the building’s restoration.
Mayor Acri shared that Council is invited to attend a Floreciente Neighborhood meeting, and encouraged attendance.
