The monthly meeting of the Athens Municipal Library board of trustees was called to order at 6:30 p.m. by vice president Kappi Marcus.

Under guest recognition, Jeff Stott, president of Friends of the Athens Municipal Library, addressed the board attempting to clarify last month’s information concerning the board’s reimbursing Friends whenever donations are received. The board understood that Friends had amended their by-laws to request 1% for amounts over $10,000 deposited to their accounts of donations be returned to Friends for administrative expenses. Stott reported Friends brainstormed the topic, but no action was taken. No policy was established. Underling the entire issue is Friends’ $900 tax preparation fee necessitated because of the Kincaid estate donation. According to Stott, Friends requested 1% of donations to offset accounting and administrative fees. Seated on other boards, Stott said most NFP organizations regularly assess a 1% administrative fee. The board appreciated Stott’s clarification and was assured no action had been taken regarding the fee.

After amending the August 14 minutes deleting “3388 CD” and inserting “any cd’s maturing in 2019 will be cashed and moved to another facility to assure FDIC protection,” Jennifer Bessert moved and Linda Pedigo seconded the approval of the minutes: the motion carried.

In the treasurer’s report, Jennifer indicated nothing unusual in the monthly financials: Holly Henning-Buhr moved and Vicki Thompson seconded the approval of the treasurer’s report; the motion carried unanimously in a roll call vote.

No president’s report was available.

In the director’s report, Donna Cunningham indicated a good response to the AUMC’s back to school event and asked if the library wanted to have a booth at the Fall Festival. No one expressed interest in a booth.

Because of some legislative changes, anyone who is a non-resident owner or leaseholder must present either the most recent tax bill for the property or a copy of the commercial lease is eligible for a library card.

Library trustee qualifications also have been altered by law. The potential trustee must have lived in the library district for a minimum of one year, must not be in arrears of taxes or library fines, nor has the person been convicted of an infamous crime, bribery, perjury, or any other felony.

The Bicentennial Coloring Contest which ends September 17 needs judges for the three age groups. Each participant will receive something for participation and winners will receive an additional award.

December 9, a Laura Ingalls Wilder impersonator will join patrons and assist in the Christmas celebration.

Kenny Wells visited the library and will submit a bid for the end caps; he estimated it would be $400 or less.

Nothing new in the tech report other than the receipt of a thank you note from Bob Schweighauser, computer specialist; two others indicated interest in offering the library tech support. No information regarding them was presented.

Under old business, the investment policy was tabled.

Cheryl Keller moved and Shelly Nicholson seconded the approval of the purchasing policy; the motion carried unanimously.

Judy Bryant will be contacted about filling a trustee vacancy.

The board determined to list the old copier with Menard County Sells and on line; pricing will start at $75 and will be as is.

A bid is out for the installation of the television and DVD player, but no bids have been received.

The October 21 coloring contest party will have a cake by Kappi and Jennifer, punch by Cheryl, prizes by Jennifer and Holly and goodie bags for all. Kappi will chair the event which will include some simple crafts. Holly will contact Justice Graphics as well as ABC Printing for cards with the AML logo on which a 2018 penny will be attached.

The Festival of Trees indicated we are on a waiting list for a tree. This year’s theme is Holidays through our History.

In order to avoid paying late fees, the board determined they will call special, short meetings as needed to pay bills.

Jennifer will check with Tech Soup for a discounted version of Quick Books payroll.

Under new business, Vicki moved and Jennifer seconded the approval of the tax levy in the amount of $36,530, the maximum the library can ask for; the motion carried.

The Fall Festival float will be The Cat in the Hat. All are asked to donate candy.

October 12-14 will be the fall book sale.

For Halloween this year, Vicki will order treats from Oriental Trading in addition to whatever candy remains after the parade.

The city has approached the library with the possibility of starting a garden club, the goal of which is to beautify the city. The idea was discussed.
