City of East Moline Park City Council met Aug. 5.

Here is the minutes provided by the council:

PLEDGE:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Freeman called the meeting to order and directed Acting City Clerk Wanda Roberts, to call the roll.

The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Frederic Kotoku, and Jose Rico. Absent: Maria Tapia

CITY CLERK’S REPORT

Acting City Clerk Wanda Roberts passed.

ADDITIONS/CORRECTIONS TO AGENDA:

None

CONSENT AGENDA:

Acting City Clerk Wanda Roberts read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of July 15, 2019

b. Approval of the Committee-of-the-Whole Minutes of July 15, 2019

c. Approval of Salaries for July 26, 2019 in the amount of $416,195.59.

d. Approval of Bills in the amount of $715,068.38.

A motion was made by Alderman Almblade, seconded by Alderman O’Brien, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien and Frederic. Motion carried.

REPORT BY MAYOR

PROCLAMATION:

Mr. Louis Woodworth Donation

Mayor Freeman read and presented a Proclamation, Proclaiming August 7, 2019 as “Louis Woodworth Day” in the City of East Moline, Illinois for his generous donation of $1,015,000.00 (One Million Fifteen Thousand Dollars) donated to the East Moline Public Library, former Mayor William Ward was in attendance to accept the proclamation on behalf of Mr. Woodworth.

CITY ATTORNEY LINCOLN SCOTT PRESENTED THE FOLLOWING ORDINANCES AND RESOLUTIONS:

ORDINANCE 19-23: AN ORDINANCE APPROVING MEMBERSHIP IN THE ILLINOIS MUNICIPAL LEAGUE RISK MANAGEMENT ASSOCIATION AND AUTHORIZING THE EXECUTION OF AN INTERGOVERNMENTAL COOPERATION CONTRACT. (Consideration Requested)

A motion was made by Alderman Mulcahey, seconded by Alderman Toppert, to waive the reading of Ordinance 19-23. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien and Frederic. Motion carried.

A motion was made by Alderman Frederic, seconded by Alderman Almblade, to approve Ordinance 19- 23. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien and Frederic. Motion carried.

ORDINANCE 19-24: AN ORDINANCE AUTHORIZING THE EXECUTION OF THE RMA MINIMUM/MAXIMUM CONTRIBUTION AGREEMENT. (Consideration Requested)

A motion was made by Alderman Toppert, seconded by Alderman Almblade, to waive the reading of Ordinance 19-24. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien and Frederic. Motion carried.

A motion was made by Alderman Mulcahey, seconded by Alderman Almblade, to approve Ordinance 19-24. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien and Frederic. Motion carried.

RESOLUTION 19-42: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE REPLACEMENT POLICE OFFICER FOR THE CITY OF EAST MOLINE POLICE DEPARTMENT.

A motion was made by Alderman Toppert, seconded by Alderman Almblade, to approve Resolution 19- 42. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey O’Brien, and Frederic. Motion carried.

RESOLUTION 19-43: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE 2019 MFT PCC PATCHING PROJECT.

A motion was made by Alderman Mulcahey, seconded by Alderman Almblade, to approve Resolution 19- 43. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey O’Brien, and Frederic. Motion carried.

RESOLUTION 19-44: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE 2019 SEALCOAT PROGRAM.

ITEM PULLED TO REVIEW FUNDING.

RESOLUTION 19-45: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE 2019 HMA RESURFACING.

A motion was made by Alderman Almblade, seconded by Alderman Toppert, to approve Resolution 19- 45. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey O’Brien, and Frederic. Motion carried.

A motion was made by Alderman Almblade, seconded by Alderman Frederic, to approve the use of the omnibus vote for voting on the following Resolutions. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien and Frederic. Motion carried.

RESOLUTION 19-46: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE AGREEMENT FOR REGULATION OF PARKING OF MOTOR VEHICLES AND TRAFFIC BETWEEN SILVIS SCHOOL DISTRICT #34 AND THE CITY OF EAST MOLINE, ILLINOIS.

RESOLUTION 19-47: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE AGREEMENT FOR REGULATION OF PARKING OF MOTOR VEHICLES AND TRAFFIC BETWEEN EAST MOLINE DISTRICT #37 (3451 MORTON DRIVE) AND THE CITY OF EAST MOLINE, ILLINOIS.

RESOLUTION 19-48: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE AGREEMENT FOR REGULATION OF PARKING OF MOTOR VEHICLES AND TRAFFIC BETWEEN EAST MOLINE SCHOOL DISTRICT #37 (EMEC) AND THE CITY OF EAST MOLINE, ILLINOIS.

RESOLUTION 19-49: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE AGREEMENT FOR REGULATION OF PARKING OF MOTOR VEHICLES AND TRAFFIC BETWEEN EAST MOLINE SCHOOL DISTRICT #37 (WELLS ELEMENTARY) AND THE CITY OF EAST MOLINE, ILLINOIS.

RESOLUTION 19-50: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE AGREEMENT FOR REGULATION OF PARKING OF MOTOR VEHICLES AND TRAFFIC BETWEEN EAST MOLINE SCHOOL DISTRICT #37 (RIDGEWOOD ELEMENTARY) AND THE CITY OF EAST MOLINE, ILLINOIS.

RESOLUTION 19-51: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE AGREEMENT FOR REGULATION OF PARKING OF MOTOR VEHICLES AND TRAFFIC BETWEEN EAST MOLINE SCHOOL DISTRICT #37 (HILLCREST ELEMENTARY) AND THE CITY OF EAST MOLINE, ILLINOIS.

RESOLUTION 19-52: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE AGREEMENT FOR REGULATION OF PARKING OF MOTOR VEHICLES AND TRAFFIC BETWEEN EAST MOLINE SCHOOL DISTRICT #37 (GLENVIEW MIDDLE SCHOOL) AND THE CITY OF EAST MOLINE, ILLINOIS.

A motion was made by Alderman Almblade, seconded by Alderman Frederic, to approve Resolution 19- 45 through 19-52. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey O’Brien, and Frederic. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman Tapia)

All items have been covered under the Consent Agenda, Resolution, or Ordinance.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:

John Reynolds, Chief EMPD – Chief Reynolds informed the City Council of the upcoming activities.

 Night Out Against Crime on August 6, 2019 at Willow Springs from 5:00 p.m. – 7:00 p.m.

 Hoops for Hope – Hereford Park on July 31 successful year.

 Police Department conducted an Active Shooter training for City Employees which was held on July 24, 2019.

Ms. Annaka Whiting, Finance Director – Ms. Whiting updated the City Council on the Lead Grant Applications. Partnering with Moline, Rock Island, Silvis and Rock Island County. Will be on the Web Site by the end of this week. Ms. Whitley from City of Moline will still be main point of contact.

Mr. Douglas Maxeiner - City Administrator – Mr. Maxeiner informed the City Council of the following information:

 Correction – the meeting scheduled to be held at City Hall will be at 10:00 a.m. at Annex Conference Room.

 Chamber of Commerce Annual Celebration will be held at the Rust Belt on August 15, 2019.

Mr. Kammler, Director of Engineering – Mr. Kammler updated the City Council on the ongoing City projects.

 Pavement Marking Program have began.

 August 1, 2019, Downtown several water mail breaks.

 Participated in the Active Shooter training, I would Thank the Police Department.

Rob DeFrance, EMFD – Chief DeFrance informed the City Council that the Fire Grant has been extended. The work should be starting in the next 60-90 days which has matching funds.

Chief DeFrance wanted to Thank everyone that helped at the Fire located on 15th Avenue at the Johnson Apartments broke out on August 1, 2019. Destroyed the party wall between Johnson Apartment and Ed’s Appliance. The City really came out and helped. Thank the following:

Mayor Freeman thanked everyone that contributed during the fire.

Mr. Lambrecht, Director of Maintenance Services – Mr. Lambrecht informed the City Council of the following information.

 Water main Break at 1200 block of 15th Avenue in front of Cone’s on the Corner. Makes 6 breaks on that line in a small area.

 River must go down another 1⁄2 foot or more before the docks go in.

Mr. Drake, WWWTP Facilities Director – Mr. Drake informed the City Council that he has an employee who has resigned. The new employee will begin after September 1, 2019.

A motion was made by Alderman Almblade, seconded by Alderman Toppert, to adjourn the City Council meeting. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien and Frederic. Motion carried. 6:55 p.m.
