City of Moline City Council met Feb. 9

Council Meeting: The City Council meeting came to order at 6:33 p.m. The Council met in regular session in the Council Chambers at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance.
Invocation: Alderman Parker gave an Invocation.
Roll Call: Roll call was taken with Mayor Acri, Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg present. Absent: None.

Second Reading Ordinances
1. Council Bill/Special Ordinance 4001-2021
A Special Ordinance removing Special Ordinance 4001-2018 from the table; and designating the Prospect Park Pavilion, located at 1580 34th Avenue, Moline, Illinois, as a locally designated landmark.

2. Council Bill/Resolution 1029-2021
A Resolution authorizing the Mayor and City Clerk to execute and attest to an agreement with Express Services, Inc., doing business as Express Employment Professionals, to provide administrative services to fulfill temporary and seasonal staffing needs of City departments and also provide the insurance and liability coverage requested for a one-year period commencing March 1, 2021.
3. Council Bill/Resolution 1030-2021
A Resolution authorizing an exception to the moratorium on hiring pursuant to Resolution 1051-2020 to hire a Mechanic II and two (2) Mechanic I positions.
4. Council Bill/Resolution 1031-2021
A Resolution authorizing the Information Technology Manager to execute a Small Municipal and County Government Enterprise Agreement (SGEA) with Environmental Systems Research Institute, Inc. (Esri).

A Resolution authorizing the Mayor and City Clerk to execute and attest to an Agreement with Strand Associates Inc., to study long term compliance and facilities at the South Slope Wastewater Treatment Plant for the amount of $95,570.

A Resolution authorizing an exception to the moratorium on hiring pursuant to Resolution 1051-2020 to hire a Water Plant Mechanic Operator.
9. Council Bill/Resolution 1036-2021
A Resolution authorizing the Mayor and City Clerk to execute and attest to a contract with Centennial Contractors of the Quad Cities, Inc., for Project #1353, 2021 Patching Program, for the amount of $1,338,200.
10. Council Bill/Resolution 1037-2021
A Resolution authorizing the Mayor and City Clerk to execute and attest to a contract with Ostrom Painting & Sandblasting, Inc., for Project #1348, 2021 Pavement Marking Program, for a base bid in the amount of $176,255, and authorizing City Staff to negotiate Change Order Number 1 to add locations and to increase the Contract Sum to an amount not to exceed $250,000.

A Resolution authorizing the Mayor and City Clerk to execute and attest to a contract with McClintock Trucking and Excavating, Inc., for Project #1342, Utilities at 18th Street B & Avenue of the Cities, for the amount of $632,534.50.

13. Council Bill/Resolution 1040-2021
A Resolution authorizing the Mayor and City Clerk to execute and attest to a Settlement Agreement and Release with Hahn Ready-Mix Company for release of funds held in escrow in the amount of $86,537.63 to Centennial Contractors of the Quad Cities, Inc.
14. Council Bill/Resolution 1041-2021
A Resolution authorizing an exception to the moratorium on hiring and promotion pursuant to Resolution 1051-2020, to fill the Legal Services Specialist vacancy through the promotion of Amy Saunders, Legal Assistant.
15. Council Bill/Resolution 1042-2021
A Resolution authorizing an exception to the moratorium on hiring pursuant to Resolution 1051-2020, to hire seasonal Park staff for the 2021 year.
Omnibus Vote: Alderman Parker, seconded by Alderman Moyer, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron, Berg and Williams; nays: none.

16. Council Bill/General Ordinance 3002-2021
An Ordinance amending Chapter 4, “ALCOHOLIC LIQUOR,” of the Moline Code of Ordinances, by adding Section 4-3325, OPTION 8, “RETAILER’S ON-SITE POURING;” and amending Section 4-3317, OPTION 1, “OUTDOOR USE,” Section 4-3324, OPTION 7, “RETAILER’S ON-SITE OUTDOOR SPECIAL USE,” Section 4-3208, “LICENSE FEES,” and Section 4-3319, OPTION 3, “CATERER’S RETAIL.”
17. Council Bill/Special Ordinance 4002-2021
A Special Ordinance granting a permanent waiver to Chapter 28, “STREETS AND SIDEWALKS,” of the Moline Code of Ordinances, Section 28-3200, “WHEN REQUIRED; ENGINEER’S GENERAL RESPONSIBILITY; TEMPORARY CERTIFICATE OF OCCUPANCY; VARIANCES,” subparagraph (a); and Chapter 35, “ZONING AND LAND DEVELOPMENT,” Section 35-4218, “SIDEWALKS”; and $10,800 payment into the sidewalk fund in-lieu of construction of sidewalk along 38th Avenue for property located at 4100 38th Avenue, Moline.
Council, Staff and Citizen Comments:
Alderman Potter stated that he wishes to publicly distance himself from comments made in Committee-of-the Whole meetings and in recent news articles regarding issues with former staff. He offered a formal apology to former Finance Director Kathy Carr, sharing that Carr had served the community for many years, was a diligent employee above reproach, having earned the City a number of awards. Potter questioned the motives and timing of comments meant to vilify and demean past staff, indicating that this will continue to make it difficult to attract talent.
Alderman Waldron expressed appreciation for the Moline firefighter/paramedics assisting the Rock Island County Health Department in the administration of COVID-19 vaccinations.
Mayor Acri thanked the City’s first responders for their service during the past, challenging weekend.
Executive Session:
Alderman Williams, seconded by Alderman Potter, moved for Executive Session, for the purpose of discussion of Collective Negotiating Matters-5 ILCS 120/2(C)(2), and Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees-5 ILCS 120/2(C)(1). Motion carried on roll call with the following vote: ayes: Aldermen Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron, Berg and Williams; nays: none.
City Council convened in Executive Session at 6:45 p.m.
Council reconvened in open session at 8:01 p.m.
On motion of Alderman Potter, Mayor Acri adjourned the Council meeting at 8:01 p.m.
