Call to order and roll call
Vice-Chairman B. Vyncke called the meeting to order at 5:32 PM. A roll call was taken.

Vice Chair Vyncke made three calls for public comment. There were no requests for public comment.

Condition of Funds Report
Ms. Palmer reported from her memo; the FY20 notes from doing schedules for preparation of the 202 FY audit. She stated the health department revenue was down to move the grant funds forward. She also stated the Child Welfare fund had been doing well and the loan that was due to the general fund had been paid back.
Staff Reports
Ms. Ewert reported on the supplemental sales tax. For the month of January
She stated year to date about $6150.00 for the month of January, she stated compared to a year ago it is up about $53,000 and is a direct result of change in allocation in the way sales tax is disbursed. Sales tax by remote retailers is now being received by the destination-based address. In the monthly reports, interest was up from a year ago.
She also stated the county is awaiting stimulus money from the American Rescue Plan Act and planned to place the funds into a separate investment account. She reported an update to the County Investment Policy and mentioned that the new tax season would be beginning as well. New tax bills would most likely be received in the second week of May.
She stated there was about 27 million to be received from the American Rescue Plan Act but was unsure how much would be disbursed out versus staying at the County level.
Ms. Palmer stated that the only guidelines would be replacement to the prior fiscal year from the pandemic. Any type of revenue in any department justified that revenue was lower in 2019 than 2020 would be justified, and expenditures related to Covid. She stated going forward money could be expended in certain categories like broadband. Anything else would be used in the community as applications and justify any losses or expenditures.
Ms. Woods asked if there were guidelines available as to distribution of funds. . Ms. Palmer stated not currently as the guidelines were still forthcoming. The first half of the 27.5 million funds would be expected to be received by May 10th.

•5 ILCS 120/2 (c) (2) – Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.
•5 ILCS 120/2 (c) (6) – The setting of a price for sale or lease of property owned by the public body.
•5 ILCS 120/2 (c) (11) – Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probably or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.
Committee member opportunity for brief comment (no decisions will be made) Member P. Obrien asked if any of the stimulus money would be going to structural things. Vice Chair Vyncke mentioned that the county was still awaiting federal guidelines for the stimulus money.
