City of Aledo City Council met Jan. 18.

Here are the minutes provided by the council:

The City Council of the City of Aledo met in Regular Session in the Council Chambers at the Aledo City Hall building. MAYOR HAGLOCH called the meeting to order at 6:30 P.M. The roll was called, whereupon the following answered present:

Aldermen MICHAEL CHAUSSE, BARRY COOPER, DENNIS DIXON, JAY DOHERTY, JIM HOLMES, CHRIS KOPP, and LINDA SARABASA. Mayor CHRISTOPHER HAGLOCH.

Also present was JAROD DALE, City Clerk. JUSTIN BLASER, Director of Public Works & Utilities attended via phone conferencing.

The media was represented by John Hoscheidt, WRMJ.

COMMITTEE OF THE WHOLE 

Public Comment: No Report.

Communication & Correspondence: No Report.

Requests & Petitions: No Report.

Public Works Activity Report:

• Streets: Daily checks, tasks, JULIES, and work orders continue. Replaced decorative light bulbs; slushed streets; plowed streets; salted streets; wash trucks and equipment. Superintendent Salmon was on vacation last week, Evan Kellett and Larry Thompson handled the ice event on 1/7 & 1/8. They both did a really good job and no issues were reported.

• Gas: JULIE’s; Tanner Heath continues working on OQ testing; training on digital mapping; meter re-builds; Radix readings; installing new radios on gas meters. The Division also assisted with slushing streets and plowing snow.

• Water: JULIE’s; Work on digital mapping; working on curb boxes; jet sewers; clean shop. The Division also assisted with shushing streets and plowing snow. 

• Cemetery: Assist all other Divisions with various work. The Division also assisted in slushing streets and plowing snow, salting downtown and the bike path. 

• DPW: The Rebuild Downtown and Mainstreet Grant was submitted 1/10. Met with Steve Kline, Administrator/Chief Sullivan, and Hutchison Engineering to discuss timeline for the proposed TIF district; prepared and held a Zoning Board of Appeals hearing; met with Ion Environmental concerning the 2022 Operator Contract. During the next few weeks, DPW will be attending meetings with other building code officials to discuss the adoption and amendments of the 2021 building codes. On Friday Jan 14, DPW attended the Quad City Uniform Code Committee with the Association of General Contractors, and on Thursday January 20th our IILOWA group will start committee meetings to discuss possible amendments and present a timeline for the code adoption.

Aledo Police Department Activity Report: No Report.

Administrative Report: No Report.

City Treasurer’s Report: The Treasurer’s Report has been marked exhibit “B”, attached hereto and made a part of these minutes.

Mayor’s Report: MAYOR Hagloch highlighted the Rebuild Downtown & Main Street Application has been submitted. Tentatively, notification would be received back in three (3) months.

CONSENT AGENDA 

Motion was made by ALDERMAN KOPP and seconded by ALDERMAN DIXON to approve the following consent agenda items:

• Approval of Minutes of the Regular Meeting of January 03, 2022. 

• Approval of Finance Invoice Listing – AP01.

• Approval of Resolution No. 03R, Series of 2022; Approving Operation and Maintenance Service Agreement and Certified Water System Operator Contract for Operation of the Water & Sewer System effective March 1, 2022 – February 28, 2023 in the amount of $6,788.00 per month.

• Approval of the Resignation of Matthew Barr as a Police Officer in the Aledo Police Department effective January 10, 2022.

A Roll Call vote was recorded as follows:

ACTION ITEMS: 

ORDINANCE NO. 01, SERIES OF 2022; AUTHORIZING SALE OF SURPLUS  PROPERTY: (FIRST READING) 

The Director of Public Works has reported that a machinery previously used by the Department of Public Works is no longer necessary or useful to the City. Pursuant to 65 ILCS 5/11-76-4, the City of Aledo hereby authorizes the City Administrator and Director of Public Works to sell the vehicles, machinery and other property identified as:

John Deere 1445 Series II 4x4 commercial riding mower, 7 Iron 72” deck, Yanmar diesel engine, 23x8.50-12 front duals. SN TC1445D050944 (Water Division) 

Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN HOLMES to waive the second reading for Ordinance No. 01, Series of 2022; Authorizing Sale of Surplus Property. A Roll Call vote was recorded as follows:

YES: Cooper, Dixon, Doherty, Holmes, Kopp, Sarabasa, and Chausse. NO: None. Motion carried. 7 yeas, 0 nays.

Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN SARABASA to waive the second reading for Ordinance No. 01, Series of 2022; Authorizing Sale of Surplus Property as presented. A Roll Call vote was recorded as follows:

YES: Dixon, Doherty, Holmes, Kopp, Sarabasa, Chausse, and Cooper. NO: None. Motion carried. 7 yeas, 0 nays.

ORDINANCE NO. 02, SERIES OF 2022; AUTHORIZING THE ESTABLISHMENT OF  TAX INCREMENT FINANCING “INTERESTED PARTIES REGISTRIES”. (FIRST  READING) 

Pursuant to Section 11-74. 4-4.2 of the TIF Act, the City is required to establish certain “Interested Parties Registries” and adopt Registration Rules for such registries for its proposed Aledo Downtown-2022 Tax Increment Financing District.

In accordance with Section 11-74.4-4.2 of the Act, the City hereby adopts the Registration Rules attached to the Ordinance as Registration Rules for each such “Interested Parties Registry”. The City Clerk, with the consent of the City’s Special Counsel Jacob & Klein, Ltd., as to form and legality, shall have the authority to amend such Registration Rules from time to time as may be necessary or desirable to comply with and carry out the purposes intended by the TIF Act.

The City Clerk is hereby authorized and directed to create an “Interested Parties Registry” in accordance with Section 11-74.4-4.2 of the TIF Act for each redevelopment project area created under the TIF Act, whether now existing or created after the date of the adoption of this ordinance.

Motion was made by ALDERMAN SARABASA and seconded by ALDERMAN COOPER to waive the second reading for Ordinance No. 02, Series of 2022; Authorizing Establishment of Tax Increment Financing “Interested Parties Registries”. A Roll Call vote was recorded as follows:

YES: Doherty, Holmes, Kopp, Sarabasa, Chausse, Cooper, and Dixon. NO: None. Motion carried. 7 yeas, 0 nays.

Motion was made by ALDERMAN COOPER and seconded by ALDERMAN DOHERTY to adopt Ordinance No. 02, Series of 2022; Authorizing Establishment of Tax Increment Financing “Interested Parties Registries”. A Roll Call vote was recorded as follows:

YES: Holmes, Kopp, Sarabasa, Chausse, Cooper, Dixon, and Doherty. NO: None. Motion carried. 7 yeas, 0 nays.

MAYOR Hagloch announced a Public Meeting will be held on Tuesday, February 22, 2022 at 5:30 p.m. at City Hall for the purpose of enabling the City to advise the public, taxing districts, real estate taxpayers and residents in the proposed TIF Area as to the City’s possible intent to prepare a Redevelopment Plan and designate a Redevelopment Project Area for the proposed Aledo Downtown-2022 TIF District and to receive public comment.

ORDINANCE NO. 03, SERIES OF 2022; APPROVING A SETBACK VARIANCE FOR  CERTAIN REAL PROPERTY LOCATED AT 1410 SE 3RD AVENUE IN THE CITY OF  ALEDO, MERCER COUNTY, ILLINOIS: (FIRST READING) 

The real property located at 1410 S.E. 3rd Avenue in the City of Aledo, Mercer County, Illinois (the “Property”), is classified under the zoning provisions of the Aledo City Code as “R-2 Residential District”. Tyler and Brittney Mills, as owners of the Property, have sought a setback variance to permit construction of a fifteen foot by twenty-foot addition to their home, which will result in the structure being approximately fifteen feet closer to the street than permitted under applicable zoning regulations.

After a hearing held on January 13, 2022, pursuant to a notice that was duly published on December 22, 2021, the Aledo Zoning Board of Appeals has unanimously recommended approval of the proposed variance.

A second reading to be held on Monday, February 7, 2022 at 6:30 o’clock p.m. in the City Council Chambers.

RESOLUTION NO. 04R, SERIES OF 2022; APPROVING A PROFESSIONAL  SERVICES AGREEMENT BETWEEN THE CITY OF ALEDO AND HUTCHISON  ENGINEERING, INC. FOR ALEDO DOWNTOWN – 2022 TIF DISTRICT IN THE  AMOUNT OF $20,000.00: 

Hutchison Engineering, Inc. has submitted an Agreement for Professional Services to provide engineering work to prepare the district boundary map and legal description, identify drainage characteristics, and develop cost estimates for public improvements for the Project for a cost not to exceed $20,000.00.

The Scope of Services will include the following:

1. Engineer’s opinion as to the drainage characteristics relating to 14 of the vacant parcels within the proposed Aledo TIF Area.

2. Preparation of final legal description for the TIF District to match a final boundary map.

3. Preparation of final TIF boundary map.

4. Develop cost estimates for future public projects (e.g., streets, storm sewer, sanitary sewer, water, etc.) that the City anticipates in the TIF Redevelopment Plan.

Motion was made by ALDERMAN DIXON and seconded by ALDERMAN KOPP to approve Resolution No. 04R, Series of 2022; Approving a Professional Services Agreement between the City of Aledo and Hutchison Engineering, Inc. for Aledo Downtown – 2022 TIF District in an amount no to exceed $20,000.00. A Roll Call vote was recorded as follows:

YES: Kopp, Sarabasa, Chausse, Cooper, Dixon, Doherty, and Holmes. NO: None. Motion carried. 7 yeas, 0 nays.

MOTION APPROVING PROPOSAL FOR REPLACEMENT OF HIGH SERVICE FLOW  METER IN THE AMOUNT OF $7,550.00: 

Motion was made by ALDERMAN DOHERTY and seconded by ALDERMAN HOLMES to approve a Proposal for Replacement of defective ultrasonic Flowmeter with new head at the South Lagoon by Britton Electronics & Automation, Inc., 290 Derby Street, Pekin, IL., 61554, in the amount of $7,550.00. A Roll Call vote was recorded as follows:

YES: Sarabasa, Chausse, Cooper, Dixon, Doherty, Holmes, and Kopp. NO: None. Motion carried. 7 yeas, 0 nays.

*City Clerk Note: To potentially review current approval limits by the City Administrator from a $5,000.00 limit to a $7,500.00 or $10,000.00 limit at a future Ordinance & Police Committee meeting.

OLD BUSINESS: 

Discussion regarding the 2022 Aledo Fireworks Display to be held July 4, 2022 – Status Update: No Update.

Discussion regarding Employee Salary Study: City Staff continues to wait on a quote to be received.

Discussion regarding 2022 Winter Holiday Decorations – Status Update: City to generate a special committee and report back at a later date.

NEW BUSINESS: 

Discussion of Potential Closing of Apollo Elementary School: ALD. Chausse reported feedback from the community survey sent out by the Mercer County School District received a 49% response on the surveys. Some in the community provided an opinion they felt they survey was to ambiguous and appeared to be more in-favor of a new elementary school building to be built in Joy, Illinois. A referendum is under current discussion by the School Board.

ALD. Chausse noted a concern for the City could potentially be if the Apollo building was vacated, like the former junior high building in Aledo, that the property would deteriorate and left vacant for many years and to potentially become the City’s issue down the road. An example was given of the old junior high building and it took 20 years for a developer to come in and begin developing the site.

ALD. Chausse requested the City Council be canvassed inquiring of Council members would be in-favor of Apollo Elementary School remaining open for students to attend. CITY COUNCIL to continue to monitor the discussions held by the Mercer County School Board regarding a potential referendum and discuss further at the next City Council meeting.

MAYOR Hagloch requested a consensus by the CITY COUNCIL regarding support for funding to Aledo Main Street for economic development regarding the 2022 Aledo Downtown TIF District. MAYOR noted if supportive, an agreement would be prepared by the CITY ATTORNEY for further Council review on 2/7. CITY COUNCIL provided a consensus for approval and to list the item for approval on 2/7.

ADJOURNMENT: There being no further business, motion was made by ALDERMAN KOPP and seconded by ALDERMAN DIXON that the meeting be adjourned. A Unanimous voice vote followed in agreement. Meeting was adjourned at 7:03 P.M.
