City of Moline Public Art Commission met April 11.

1. Call to Order
Chairman Jeff Dismer called the meeting to order at 10:32 a.m.
2. Approval of Minutes
Motion made by Commissioner Hartley; seconded by Commissioner Salaverria to approve the minutes from March 16, 2023 meeting. Motion carried unanimously.

5. Action Items
a. Presentation by Kevin Maynard of Quad City Arts – Partnering with the PAC opportunities
Kevin Maynard, Quad City Arts Executive Director, introduced himself and Dawn Wholford-Metallo, Quad City Arts Visual Arts Director. Mr. Maynard started the presentation by going over the programs the Quad City Arts offer. He started by speaking about the rotating sculpture program. They will rent out artists’ work for a year and then switch it out with another sculpture, or they could keep renting the same piece. The Public Art Commission would select the location and sculpture. The total cost for this program is $9,800 and Quad City Arts reaches out to the artists, helps coordinate installation and deinstallation, provides signage for the sculpture, and photographs & publicizes to show the community where the new sculpture will be located. Discussion was had on location of sculptures, but nothing fully decided.
The deadline for the rotating sculpture program is June 5, 2023. Commissioner Salaverria recused from voting on all motions Quad City Arts related due to conflict of interest.
Motion made by Commissioner Dale; seconded by Commissioner Otten to approve four projects of the rotating sculptures at $9,800 as presented by Quad City Arts and to cover the full cost of installation. Motion carried unanimously.
Mr. Maynard continued with a mural presentation. The Public Art Commission plans on putting a mural on the blank wall of 5th Avenue at 14th Street. The Public Art Commission would provide insight for the RFP (Request for Proposal) and assist with the artist and design selection. The total cost for this program is $38,000 and the Quad City Arts would write and publicize the RFP, take care of bidding out the cleaning, priming and equipment needs, and any additional needs. Commissioner Salaverria has been communicating with the owner of the building on 5th Avenue at 14th Street. She stated that the fence being built on the property is nearly finished, and the mural would have to be done the third week of May or the Plan Commission can wait until October when patio season is over. Mr. Maynard did suggest not to rush the process, but possibly try and start during the summer so the community could see the mural unfold, if the owner agrees so.
Motion made by Commissioner Hartley; seconded by Commissioner Dale to approve working with Quad City Arts on a mural at 5th Avenue at 14th Street. Motion carried unanimously.
b. Sub-Committees Project Progress or Updates
Commissioner Hartley and Commissioner Salaverria (Floreciente Subcommittee) are to meet with the Floreciente Association on Thursday, April 13 to review their art plans. Chairman Dismer invited Commissioners to meet with the Moline Depot Clock Monument Subcommittee on Sunday, April 23 at 1:00 p.m. to review the site of the clock.
