City of Moline Library Board of Trustees met May 11.

Kate Schaefer was sworn in by Deputy City Clerk Brandi Russell as a new Library Board member with a term to expire May 31, 2024.

Call to Order

Library Board President, Diane Sommers, called the meeting to order at 12:08p.m. in the Library Silver/Bronze Room.

Roll Call

Roll call was taken with Cunningham, Kaple, Koeller, Nelson, Poor, Runnels, Schaefer, Smith, and Sommers present. Absent: None.

Items on Consent

Approval of the Library Board Meeting Minutes April 13, 2023.

Approval of the Library Ad-Hoc RFQ Evaluation Committee Meeting Minutes April 13, 2023. Approval of the Moline Library Gardens Steering Committee Meeting Minutes April 18, 2023. Approval of the April 2023 Bills.

Approval of the April 2023 Trust Fund Report.

Omnibus Vote

Runnels, seconded by Smith, moved to approve items on consent agenda by omnibus vote. Motion carried with unanimous approval.

Correspondence

Some provided in packet and several thank you cards to the children’s staff for recent programs were displayed at the meeting.

Director’s Report

• Lear noted the busy schedule and reported great attendance for the Free Comic Book Day on May 6th.

• The Summer Reading Program starts June 3rd and runs through the end of July. The theme this year is “Discover Your Super Power Through Reading.” More information on summer reading can be found at molinelibrary.com/summerreading.

• Lear reported another busy month statistically, with a record Sunday gate count of 224 patrons on April 23.

• Lear briefly shared a budget update and noted that revenues are a head of pace, mostly due to passport applications, photocopies, and non-resident fees.

• Photography from Margery Franklin, aka Twin Rivers Photography, is now displayed on the blue art wall.

• Lear shared Christina Conklin, Children’s Service’s Coordinator, not only received the Hometown Hero Award back in March from Modern Woodmen, she also received another literacy award this month from Delta Kappa Gamma Society International Beta Epsilon Chapter.

Committee Reports

President Sommers will be appointing new Library Board members to a committee in the coming weeks.

A. Executive Committee (Sommers, Runnels, Nelson)

No meeting

B. Building and Grounds Committee (Koeller, Smith)

No meeting.

C. Policy Committee (Kaple, Poor)

No meeting.

D. Art Committee (Nelson, Runnels, Sommers)

No meeting.

E. Moline Library Gardens Steering Committee (Sommers, Koeller, Smith) 

The committee met prior to the Library Board meeting on May 11th to review design concepts provided by Shive Hattery.

Unfinished Business

None.

New Business

Lear presented an informational PowerPoint about fine free circulation services. Discussion was had about the fine free movement and implementing fine free services. Koeller, seconded by Poor, motioned that the Moline Public Library move to a fine free system at the earliest date possible that can be arranged with PrairieCat. The motion carried with the following votes: ayes: Sommers, Runnels, Cunningham, Kaple, Koeller, Poor, Schaefer, Smith; nays: Nelson.

The Moline Library Gardens Steering Committee met prior to the Library Board meeting to discuss the three design concepts provide by Shive Hattery. The committee shared that all the concepts were similar, expect the placement of the stage and the shape of the grass area in front of the stage. Lear will share the feedback from the committee with Shive Hattery. After Shive Hattery receives the feedback they will use their CAD system to create a 3D model of the preferred design concept. The hope is to have the model to share with the full board at the June meeting.

An additional closing date (August 21, 2023) for a joint staff in-service day with the Rock Island Public Library was brought to the Board. Poor moved to approve the additional closing date of August 21, 2023 for a joint staff in-service day with Rock Island Public Library. The motion was seconded by Runnels and passed unanimously.

Other Library Business

None.

Public Comment

Alderperson James Patrick Schmidt thanked the Library Board for his time as liaison. The Library is likely to receive a new City Council liaison in the coming months. The board expressed their gratitude to Schmidt for his time and knowledge.

There being no further business brought before the Board, the meeting adjourned at 1:09 p.m.
